The governance is handled by a
Council of 21 — no stake required, seats earned through expertise.
What the Council does:
- Votes on protocol parameters (fees, emission splits, staking minimums)
- Controls its own membership via on-chain proposals
- Earns 10% of block emission, split equally among members
7 seat categories:
- Engineering (5 seats) — protocol devs, infrastructure
- Community (4 seats) — advocates, content, ambassadors
- Growth (3 seats) — partnerships, adoption
- Operations (3 seats) — treasury, DevOps
- Legal (2 seats) — regulatory, compliance
- Research (2 seats) — cryptography, distributed systems
- Security (2 seats) — auditors, incident response

Domain expertise in one of the above. No token purchase, no staking minimum.
