This morning i came across this News that the Central Bank of Nigeria (CBN) is set to roll out a new set of bank verification number (BVN) guidelines from 1st may, 2026 and according to the new outlet there are key rules every account holders must have knowledge of before the deadline.

-The framework introduces tighter controls on phone number changes, device usage, and transaction limits.
The move by the apex bank is to curb fraud, strengthen identity protection, and safeguard Nigeria’s financial system.

- Mobile Banking App
Mobile banking apps will now be restricted to one device at a time. Logging into your banking app on a new device will automatically deactivate access on the previous one and trigger additional authentication checks.

- Fraud Watchlist Window
Banks are now required to place any BVN linked to suspicious activity on a temporary 24-hour watchlist. During this period, affected accounts may be restricted or frozen while the bank contacts the customer for verification.

- Phone Number Change
Under the new rules, customers can now change the phone number linked to their BVN only once in their lifetime. The policy targets rising cases of SIM-swap fraud, where criminals take over phone numbers to gain access to bank accounts. Customers are advised to link their BVN to a secure, long-term phone number—preferably one already tied to their National Identification Number (NIN).

- Minimum Age Limit
The CBN has set 18 years as the minimum age for BVN enrollment. This means minors will no longer be allowed to hold independent BVNs. Instead, parents and guardians must rely on structured banking products designed for children to manage funds on their behalf.

- Transaction Capping
Customers activating their banking apps on a new device will face a temporary transaction limit of ₦20,000 within the first 24 hours. This restriction acts as a safety buffer, ensuring that even if an account is compromised during setup, the amount that can be moved is significantly limited.

What You Should Do Before May 1st 2026:
Customers are urged to take proactive steps to avoid disruptions:
Confirm your BVN-linked phone number: Ensure it is active, secure, and permanently yours.
Update details early: If you must change your number, do so before the deadline to avoid being locked into the one-time limit.
Be prepared for stricter login processes when switching phones or reinstalling banking apps.
Under the new rule, financial institutions must establish and maintain a temporary watchlist for BVNs linked to suspicious transactions reported within the banking system.

All these are not effective security measures because despite that we have them in place, scammers are still operating and getting away with their evil acts, the government cant prevent this from happening, i will only advised if they can go further to learn more and advance by stepping up their security measures, because all these aren't effective until we make moves to ensure that they are being applied strict compliance.

They will still implement all these and yet kidnapers and thieves will still bypass all this process. All these things are basic things the CBN in collaboration with banks should have worked on but they will always keep quiet while thieves take advantage of the loopholes.

All these security measures are only effective for small scale thieves. Work on this and avoid dealing with insecurities and kidnappers gets a hold of you and force you to bring the cash physically. I'm more concerned of the measures the government are ready to put into place to help boost the security in the land or else with all these measures, both we and our money are still unsafe

No matter the English and explanations they try to do, we know all these are literally not for the good of the people. These are just put in place for the higher ups to see more opportunities to siphon funds. For someone that may have two device and probably one of them is shutdown, that means he will not be able to make transactions with their second device.  And the fact that the transaction is capped, I think after verifying the identity of the person, he should be able to make transactions as much as he would on his primary device.
My stand still remains that all these were not put in place for the common man. They are just trying to restrict access to your own money.

I no go dy surprised if this our government say this security measures them wan tighten up go cost them 50-100 billion naira, because na their new tricks to use steal and personalize public funds. Na so during buhari administration, them say make everyone register their sim card, say them wan use am track criminals, kidnappers and those into terrorism, but from that time till now, how many people them don catch say na say na sim card identity help them?
You see this our government, na the worst set of human being in the whole world, nothing person wan tell me, that's why I believe say this thing wey dem wan do so, na just format to use collombi some money from the country account.

If that is aimed at achieving good thing and using tax players money effectively then it fine but we this country, every president is never contented, them go always want to collect the little wey the poor masses get, make no body thon say them wan do this BVN something make e benefit the country, na lie, them get their plans, make we just hope say this president no cause war because the way him the behave fitead to something very bad, he js just behaving as if nothing the happen because of the money wey him the give superior military officer to avoid overthrowing him, he's busy doing irrelevant things, borrowing for nothing sale while Nigeria is heading to something now one can tell, they should keep tightening BVN while people die in poverty, what a misplaced priority.

Well, there are some positive benefits in this move by CBN, to some extent it makes a lot of sense. By my understanding, they are just trying to reduce fraud and protect people’s money in a much better way. From my little knowledge in cybersecurity, most bank fraud today happens through things like sim swap, device compromise and weak authentication. So finding ways to tightening things like phone number changes and device access is actually a smart move in my view. If you look at few examples like a scammer can do a SIM swap, take over your phone number, receive your bank OTP and empty your account sometimes they do it in an ungodly hours so you will not have time to call the bank for a quick assistance. So limiting phone number changes to once helps reduce this risk. I know a lot of people will complain at the beginning but in due time they will adjust.

Honestly this makes a lot of sense especially with the way fraud is very rampant now, I believe tightening bvn rules can and will actually protects people’s money better but at the same time i think the concern might be on the convenience side because users might struggle a lot when they actually need to update detail urgently and the process becomes too strict or slow. So for me I will say it’s a good move if they can actually implement it in terms of security and at the same time it has to be balanced so user can easily have access rather than making it difficult.

When a person comes across such news, one will become excited that the country is taken better and more precautionary measures towards strengthening security in the country. This there news is not looking more like show offs instead of them acting towards it. They will make this things effective but why aren’t the criminals being caught more after strengthening these security measures. This just calls for more scrutiny into the activities of criminals within the country. We hope for more effective, transparent and accountable policing in the country, it will be for the good of us all in the country.

When a person comes across such news, one will become excited that the country is taken better and more precautionary measures towards strengthening security in the country. This there news is not looking more like show offs instead of them acting towards it. They will make this things effective but why aren’t the criminals being caught more after strengthening these security measures. This just calls for more scrutiny into the activities of criminals within the country. We hope for more effective, transparent and accountable policing in the country, it will be for the good of us all in the country.
It’s one thing to introduce stricter measure but it’s another thing to actually see the result being effective. If security is being tightened and people are still falling victim to fraud then it raises questions about how effective this implementation really is but I believe this measure can actually reduce how easy it is for fraud to happen but tracking and arresting offenders still depends on the law enforcement and by doing proper investigations.
I agree with your point though that people want to see both stronger system and visible actions against those commuting this crimes. I’ll say that strengthening of the system is really a good idea but at the end of the day we will believe more when we start seeing real consequences for the offenders.

Nigeria has never been a well organized country and all their measures that the CBN wants to put in place will still not work as fraud and kidnapping will continue to prevail, they are the ones that will maneuver it and crime will still be on the high increase, this would have been one of the best policies that is propounded by the central bank of Nigeria only if it can curb out the fraudulent activities but we all know how the system works.

I pray this will be effective so people can sleep without having fear of loosing the little money they have in their accounts and those that kidnaps won't be able to use multiple numbers to call the family members of their victims, we want to see a stronger system where lives and property is well secured in Nigeria and I applaud the CBN  for coming up with this idea as it will help in salvaging fraudulent activities in the country.

The only thing that’s new imo is the Phone Number Change policy, the others you listed have always been there. I don’t think it’s such a good idea to make it mandatory for people to only change their number just once in a lifetime, especially in Nigeria where network providers often recycle old phone numbers.

Recycling of old phone numbers only happens when the sim card is not active for a very long-time but despite that, it is a very bad move by the CBN for people to only change their phone numbers once in a lifetime. People do get rid of their sim card due to various reasons which can come from privacy breaches where someone's phone number might be exposed to scammers or kidnappers which will require such a person to change the phone number in their BVN. I think that the CBN is becoming clueless on what to do in order to optimize security of Banking.
