I am looking for a website where I can buy cryptocurrencies using a bank card (debit card). It is important that the platform accepts users from sanctioned countries such as Libya and Syria.

You're not going to find that. No exchange would accept sanctioned countries, definitely not when dealing with fiat.

Which card are you using? Redotpay? Wise? Revolut?

Card? Definitely not possible. Maybe with wire transfer you have a chance though. But you'll need to use P2P.

There are a bunch of P2P sites which take users from any country in the world, but you'll have the best chances of completing the transaction if the amount is rather small, as thousands or tens of thousands of dollars worth in those countries will get you flagged or even arrested.

Have you tried Bisq?

If you have a bank account that accepts EUR or USD or some other currency, you will find someone willing to sell to you. They might not even know you are from a sanctioned country, if you have a bank account somewhere else.

Maybe you are able to create an account in Revolut or Wise or something like that and negotiate in BISQ

I think you're going to find it rather difficult if not impossible, unless you find such a service in those specific countries.  Any bank card processing service in the US (and likely Europe) will flag the transactions and prevent the vendor from receiving the funds.  If the tranches are large (over $600,) they'll also get flagged for potential fraud, and cause the vendor all kinds of trouble.  

Have you tried Bisq?

He won't find a Bisq peer that accepts bank cards, that's not a payment type provided for by Bisq1.  Even if he was able to (somehow,) or use Bisq2 he's only going to run into the issue I pointed out above.
