The bolded part feels like what groups like Zeitgeist movement was working on back then(venus project). The last time I follow the group was probably around 2013 to 2016. My interest eventually shifted to something more interesting (Bitcoin/crypto related things)

I hope such movements come over here and quit trying to change a world that already has its own agenda which is incompatible with what  they intend to achieve. For example, decentralization of things(crypto type decentralization) will make it quite difficult for the world to have an "all knowing" AI/entity that have complete control of their system, this is in contrast with decentralized system that distributes control to every interested person. Well the good news I can say is that according to history man has found ways to survive extremely harsh climate, the human body can really tolerate very extreme cold, heat or any other uncomfortable weather and this will just be another one.
Amongst the biggest problem I see here is the timing, and that's because of the hike in oil prices like the OP has already pointed out.
What ever the weather be having a conservative lifestyle during adverse weather conditions can be helpful.

Modern scientist has assist in developing creams and lotions that act as a shied to the skin. However, even with all these advancement, the truth still remains that the skin is affected gradually. Too much about the weather I can no say but as a food monger,  I'm worried about speculated food shortages that will most likely meet farmers if their demands for fertilizer are not matched.
It happened during COVID but this could be a lot worse if the matters in the middle escalates more than this happening.

The heat is becoming very terrible, and apart from making people uncomfortable, it is also affecting agriculture so badly; crops are not doing well because of the lack of constant rain, and pests are consuming these crops.

I think this year is going to be very difficult. The heat, along with the shortage of food due to the lack of rainfall, makes me imagine how people are going to survive. I won’t be surprised if there will be an increase in the death rate this year because of the harsh weather conditions.

Just not what I expected this year's rains to be like, it's being to windy with every moment of precipitation. I would advise people that while they're on steering and it gets rainy they find a safe spot to park till it stops raining due to the heavy winds that follows with much of the rains lately. Alberta is having a very unusual storm very early in the season.    Normal wildfire meets drought meets extremely low relative humidity... a rare hurricane type event that could wipe out 10K resident homes in an oil town.

Condensation leading to precipitation requires a nucleating particle (e.g., a microscopic particle of dust.)  With an overabundance of nucleating particles, so many droplets form that none of them gain enough mass to fall.  Some years ago when I was studying this stuff 'they' basically claimed 'accidental' geo-engineering by use of commercial aircraft.  The hydrocarbon and sulfur jet engine exhaust was providing nucleating particles.

Yes, very expensive radars placed in the gulf monarchy bitch nations have been rendered junk complements of Iran's military technology, but another change can be seen by looking at what is happening vis-a-vis commercial aircraft over Iran.  Check it out on flightradar24.com; it has been near zero for a while now.

It strikes me that knowing commercial aircraft schedules with precision, a slight tweak to fuel additives during fueling half way around the world on a per-aircraft basis could have profound change on what ends up in the sky over a geographic area.  There would be no need for precision.

I would hypothesize that the function of the radars would be primarily to gather various kinds of data for mission planning.  I also doubt that the radars could produce enough power put much energy into the atmosphere, although by use of beam-forming (a-la your modern home wifi) it might be possible on very focused points in space.

What, exactly, would you expect to see?

I've seen the criteria for 'safety' of all forms of electromagnetic radiation remain stagnant with no studies done to determine if 3.5 W/m^2, 6 inches from my wife's ovaries, is A-OK for LG 'smart' ovens.
