Do you guys think this is too much? Just a reminder that these people are not Government officials, they are workers, so they don't hold power in the government like government officials do.
I think this is a nice band aid solution but if you think about it, ALL government employees thats seems pretty harsh considering not all employee are aligned with some corruptions. I have some relatives in government and we do go outside like Solaire or City of Dreams a prime places for casino to chill and hangout. Its like they are affected with the crackdown of corrupt politicians. But this move is good until a clear picture on how to handle those taking advantage of those who are into position of the peoples money.

I think this is a nice band aid solution but if you think about it, ALL government employees thats seems pretty harsh considering not all employee are aligned with some corruptions. I have some relatives in government and we do go outside like Solaire or City of Dreams a prime places for casino to chill and hangout.
Its like they are affected with the crackdown of corrupt politicians. But this move is good until a clear picture on how to handle those taking advantage of those who are into position of the peoples money.
I think the government went to extremes to ban all civil servants. Some of these government employees have no connections with the criminal activities that are going on in the Philippines gambling industry. A similar law has been proposed in the US by some Democrats in Congress. But the proposal is to restrict top government officials who have access to classified or confidential information. These laws were enacted because of the perceived manipulation in the prediction market. Philippines government should allow civil servants to control their finances. Some of them are responsible gamblers who might be benefiting from the activity.

unless they regulate every casino that is accessible by the Filipinos and that they can get the information to prove a government staff is actively playing in a casino, this policy is just on paper. not too cynical to what our government is doing. but its whats happening. if they wanna find fault to someone they hate, this law might just be useful against this someone.

Except that it is proven that about 70% of the Filipino, government workers are gambling addicts if not then the law is very unfair, workers should be free to spend their money how they want, the least that the government should have done is given them enlightenment about the dangers of addiction.
I also wonder if gambling is among the major problems in the Philippines, that it's government is taking this drastic step to ban it's workers from gambling. Many countries leave the root causes of their economic problems and focus on it's effects, they should tackle the major reasons why their workers are gambling irresponsibly rather than depriving both the responsible gamblers from gambling with their own money.

But still good action done by government since with this they can take out the malice that some of government workers are involve with money laundering schemes especially if they are been seen going in the casinos. This will clean up their workers and provably it help to lessen up the incident of corruptions. Although this is not provably the best and most effective solution, since those corrupt officials have many ways to launder money and they can provably finds another solution to find another ways to take the money of people without having any obvious traces.

The Philippines updated its CSC policy on April 23(the update will take effect 15 days after the new rule is published), and it now says that Government workers(not just officials) are banned from staying in casinos, gambling houses, licensed establishments, it doesn't matter if it is land based or offshore and whether in the Philippines or abroad. The ban also includes online gambling, so any kind of online gambling/betting is prohibited.
For those that will be caught this are the penalties they will get "Reprimand for the first offense, suspension for the second offense, and termination of employment for the third offense."

The people in power in Philippines right now just prefer to use their power to deprived some people in their country of their freedom. Few hours ago, we saw the news that Bitcointalk was even banned in the country. Who knows if all their citizens will financially be targeted not to gamble, but I think it will not be up to this. For those that will be caught this are the penalties they will get "Reprimand for the first offense, suspension for the second offense, and termination of employment for the third offense."
Although, I think the first rule is not hard at all as it can make some people think of gambling and be caught the first time before stopping. Some government policies can be very disgusting, and these leaders make these policies just to deprive citizens citizens of certain freedom, and bring poverty into the country. I believe everyone gamble in one way or the other, and gambling is not only in sports. Instead of stopping gambling entirely, it would have been better to give some partial restrictions, maybe restricting underage gamblers instead total restriction. There are countries that are making good money from gambling, even using gambling to create employment, and are really benefiting from it. Some of this counties whose leaders are placing ban on gambling, and the rest of it are not even doing anything to boost the economy, and lives of citizens, yet they are placing ban to suffer citizens the more and bring hardship to them.

The fact that they generalize it for all means their lazy enough to screen the worst one and let just everybody ride the same boat. What do you called this? For me its laziness on their part. Philippine government is joking around with this law, if only those workers dont gamble with budget money. Gambling is totally legal in Philippines. Why forbit someone to gamble with his own money? If they try to fight addiction and popularity of gambling with such approach, then they should first figure out why people gamble. Certainly not from a wonderful life and a desire to spend money.

In as much as I will appreciate this development because much number of the government officials had been caught severally on spending the public funds on gambling and so on the expenditures are destabilizing the public projects, I support the policy to prevail for proper management and spending on the public funds. I just fear that the authorities implemented this law won't take it heartily effective instead it will be a new strategy for the authorities to be profitable by going underground to fine when get caught in order to maintain their jobs and offices. There must surely be biased in the system because the higher people in governance are investing in the gambling sector in different means.

It's a combination of factors. For one, government officials are paid by the people. It's somehow unethical for squandering money in casinos. They're trusted by the people to be responsible, professional, upright, and so on. Seeing them in gambling houses seems off. Especially those entrusted with government money, there's a glaring conflict of interest when they're also high rollers in expensive casino resorts. Anyway, this isn't serious. If this country is serious in implementing their policies and laws and whatnot, they'd have been a developed country by now. Alas, on the contrary, the country is going deeper and deeper down the gutter.

Care to share what kind of advance technology that our government need so that they can track government employees? Because I can't think of any technology unless you put a chain on their feet or ankle trackers? But it will violate their rights to have this kind of advance technology. So it's really up to the casinos and the government employee to really follow the protocol. And then casinos continue to monitor people coming in and maybe later identify if some government officials go and play on land base casinos.

Not too much but as public servants, they have to set an example to the public. Even they're not government officials, they have to maintain that view to the people that they're good public servants. But we know the reality in our country. AFAIK, this has been a policy long time before but even with that, it's not a secret that there are public workers and even officials who are into gambling. Going to the fancy hotel and casinos and they'll only reason out that they are there to have some fun. It's also a common knowledge that some congressmen are into cockfighting because that's already part of the culture. So gambling is tagged as a crime or what? Or an activity that does not reflect the positions these government officials occupy? It's too much for me, and I don't see how implementing this policy affects the economy positively. Maybe in a way, that could be means of money laundering which the government should have suspected and shut it down. Maybe there could be better credible reasons aside this, but that reason should be beyond tagging gambling as an unhealthy activity in the country.

Last time, there is also a post here about the same country that had a law about banning the gambling companies that are shown in their local E-Wallets. It is not limited on that but there is also those that fines or punish a vlogger on social media that promotes gambling. I think that screams that people on that country are now having a gambling issue. Although, you are right that it is only unfair to those that are playing responsibly. So maybe these people can appeal? And have an exception. Many countries leave the root causes of their economic problems and focus on it's effects, they should tackle the major reasons why their workers are gambling irresponsibly rather than depriving both the responsible gamblers from gambling with their own money.
That may be because tackling the root cause is not easy and they might actually cause them more money. We know the government sometimes, they are pretty stingy or selfish. I heard though that government workers has a lesser salary. So, it looks like they are also one of the root cause of this issues, ehem ehem.

It would not the first time a government or organization on the world decided to ban the problem instead of going for the root of it. Those in power are very dense if they believe banning certain people from gambling will have some positive effect on the public perception of the state, though. I think this is eventually going to be reverted by the government of Philippines, when they realize there is no actual way to enforce such a thing and keep people from the public administration from gambling.

If they were to filter or sieve out the corrupt ones from those that have got their head straight, there wouldn’t be any knowing and to do that, you would need a lot of proof and a log of work to do. That’s why, a straight out ban would have being necessary. Of course it wouldn’t stop them from gambling but, it would remind them to be cautious if they value their jobs as one wrong move, they would be caught and penalized according to the law. I think that’s okay to protect their image as a government and save guard public funds.
