This part is retarded, we don't live in fucking communism. Regulations should only touch upon the very necessary and not get into the details of how businesses are operated. If some idiot creates a casino and wants to have a house edge of 90% he should be allowed to invest and lose his money due to his stupidity. Over-regulation does not solve problems, it creates more problems. The free market and low barriers to entry solve problems, if humans are not too stupid in the given case.
