I am from Venezuela, a country in which casinos are not so visible, but gambling certainly is, and because of it, I think people would vote in favor of allowing gambling and casinos to be legal here (as it is currently), because this is a republic in which religion does not command over civil activies like drinking alcohol, gambling or using certain drugs.

The liberty of people to do whatever they want with their money is supposed to be protected by the government, as long one is not hurting anyone in any way.

Also, it is interesting law makers in that state are actually giving the power to people to decide on gambling, it is usually discussed in local parliaments, so representatives can decide in behalf of voters. I like the idea of direct vote to solve these issues.

In my own country, I believe majority of the people will vote to legalize gambling. Am from a country where the cost of living is high, and unemployment is high too, and high paying jobs are very few, so the young people see gambling as something that can support them financially even though winning is not guaranteed all the time.
Many people who gamble, do so to earn some money. When majority of young people are facing financial difficulty, they gamble even with the little money they have at hand, and in this kind of situation, they will always vote to legalize gambling.

It is certainly a good thing to give priority to the support of the people in a country. The people in that country will be able to move more freely and think of their country as a peace-loving country when they see their opinions being accepted. So I support voting among the people of the country on any issue, not just a matter of gambling. And I think it should be, especially on issues that people want to use on a daily basis and if it has the potential to have a positive impact on the country's economy, then it should be legalized according to the consent of the people.

If voters are allowed to decide in many countries, the result will probably show the real economic situation people are facing on a daily basis. In countries with high unemployment and hardship, many people will surely be in support of gambling because they will see it as another way to survive or make quick money. In the case of others, they will likely oppose it because they have seen how gambling destroys families, increases addiction and makes poor people lose even more money. So the voting will mostly reflect the reality of the country itself, both the hardship and the frustration people are going through.

Point of correction please, "Steuben County" is not a country, but it is rather an administrative subdivision of a State. And secondly "Steuben" happens to fall under the administrative subdivision under the State of New York, which is a territory that has its own sub government in place, together with a population of approximately over 98,000 people living in that geographical location. Yet still pays regards to the law of the State and that of the Federal government of the United States of America. So coming out to ask people to decide or vote if they want to legalize gambling in that administrative subdivision is not a bad idea, because I'm pretty much sure what they were referring to is the physical inland casinos.

This is an interesting question, but with the loud voice of religion in our country, its unlikley that voters will allow it, but it's going to be a close vote, because the gambling industry is huge in our country, and even our government will campaign for its legality.

I call this a referendum, and it's a popular way to resolve issues, rather than allowing corrupt officials to decide based on what they stand to gain from lobbyists.

That will be nice, and it will be given power to the power as it ought to not be like the people they voted to represent them acting based on their interests, just as voting is used to putting those whom the people choose into power. That that type of setting should also be allowed in some situations that concern people. I am from Nigeria, a country where gambling is legal but there are lots of religious sentiments regarding gambling. Even though gambling is considered legal, gamblers still face some kind of criticism as gamblers are considered irresponsible people.

Assuming gambling was illegal in my country and the masses have to vote to make gambling legal, I am convinced that majority will not Voe for it. These majority will include mothers, wives, religious leaders, political leaders of some regions and the vast population of the overly religious citizens.

Okay.. if you meant it was an inspiration, and as such you decided to use it to ask a question "If voters are asked to decides if should gambling to be legalize or not in their country?" Then, it will be very nice development, as a lot of gamblers will be giving the opportunity to decide if it should be to allowed or not. But let's not forget that not everybody likes gambling, and there are a lot of people who might vote against it, simply because they believe gambling is a sin. Because in every country, the number of non-gamblers are always far more than the gamblers.

I think voters won't be against gambling, as they respect individual preferences of those who want to bet. It's more a government's concern, because it involves money, and since it involves money, the government is at risk of having the national economy collapsing, in case people spend too much money on luck games.

So they want to make sure the money goes to government's pockets after all, anyway. And that is what they do through regulations. Some governments just completely ban gambling practice, while others adopt abusive taxation over this activity. Their goal is always the same, though: to not let someone else run away with all the money for themselves (being it the casino or the jackpot winners)...

I don't think any country would ever allow a nation-wide vote on something like this, not possible in my opinion. The example in the op is just a small county, so it is understandable that they want to include the people in the decision making process.

However, if we hypothetically agree that this happens, i am not sure it is a good way to reach such a decision. I believe the government is in the best place to make such laws, like they already do. Allowing people to vote on it would just be them voting based on their bias and nothing else.

My country is a gambling-friendly nation, but it would not go down well with casinos if such a voting process were allowed because the religious sentiment in my country is too high, and if we were to go to the polls, casinos would never see the light of day because many would vote against it as against their religious beliefs and thats it and there is nothing anybody can do about it.  
The government only allowed it because of the revenue generated from it, as a benefit for them to add up to their expenditure and running costs, that's all, otherwise I believe they would have put a ban on gambling in my country.

Indonesia, we now have the largest number of gamblers in Southeast Asia, if the people were given the right to vote on legalizing gambling, I think the majority would agree. But that will not happen I think, our country is based on religion & religion prohibits gambling, therefore the government will never make such a policy. I can't believe what actually makes the majority of society legalize gambling, we have to be honest about that.

Here in our country, the government is the operator of many casinos online and offline, and if they decide to let the voters decide, they might campaign for its legality because it's like losing a big portion of revenue coming from the gambling sectors, they might even manipulate the voting, buy votes or do propaganda that gambling revenues are good for the country.

A strange way of putting the question - in theory, only voters should decide what should be and what should not be, and in what way. And I would even say that if we are talking about restrictions, then they should not infringe on those who are not in the majority, because if 70% of people hate apples, they should not have a mechanism to prohibit the remaining 30% from eating these apples. But unfortunately, as we see, this "delicate" mechanism has no balance - in fact, only corrupt elites decide how the majority will live.

I don't think that people here will ever want to see gambling getting legalized status, the country and government aren't against gambling and they haven't done anything against it or against the casinos but the people are still not into it and they might not accept its legalization status. Surely, a good number of young ones will support such initiative of government but a good majority will oppose it I guess.

Sure if such votes are cast in Nigeria I am very sure that those who will vote for gambling to be banned will definitely outnumber those who actually push and vote for gambling approval.

The reason for that is that Nigerians are highly religious people and the majority of them condemn gambling,  you hear pastors preaching against gambling and calling their congregation to repent from it or go to he'll same too with Muslims consider gambling as haram so there I big gambling opposition within the religious cycle.

Sure if such votes are cast in Nigeria I am very sure that those who will vote for gambling to be banned will definitely outnumber those who actually push and vote for gambling approval.

I doubt, there will be more percentage of people wanting gambling to be allowed. Most people on the internet are younger generations which the majority are into gambling. We have more percentage of youths gambling over those who are against it, how many of the youths are practicing religion or are taking it very serious like before.

Religion no longer stop the people to do what they intend doing, the poll if approved won't balance at any point, gambling approval will exceed non gambling approval.
