A petition, especially if it is stated within that it IS a petition, is simply a request. It is simply requesting somebody for permission. A judge can do whatever he wants with it.
Look up the basic laws and especially the way the Constitution is written. Find the TEETH in the law. If the laws and Constitution allow, then make the so-called petition to be a REQUIREMENT, but maybe only a NOTICE. If it is allowed legally, but the courts will not accept it, then pull the judges' Oaths of Office and start suing the judges for not obeying their Oaths.
Sue them as people, for big bux... not as judges... because they are not judges if they are acting illegally. If there were enough separation people to file a proper petition, there must be enough people to research the law properly. In other words, if you are right, simply do it.
On the other side, if the laws and Constitution absolutely do not allow separation, obey the law.
