Since you are a newbie, no one will venture to send you a penny regardless of how tiny is the amount you ask for. You have to be ready to send to send payment first (trust a strange) or use an escrow agent which is also a dumb idea because of the small amount. My suggestion for you is to contact one of the trusted sellers and send him few dollars in fiat to recieve LTC.

By the way, why do you need 1,2,3$ in LTC? Are you trying to test something with LTC? You can explain further because there are already a testnet network for Litecoin which is dedicated for development experiments and educational purposes. You can get some LTC testcoins from one of the available faucets, or just ask anybody to send you some for free. Blockchain for LTC testnet: https://blockexplorer.one/litecoin/testnet

If the OP trusts a stranger, especially new accounts or accounts marked with negative trust here, it is also a high-risk situation for him. Since I provide the Bptrades escrow service, I do not care about the value of the transaction between the two parties. My service is still free of charge, it was created to make transactions here easier, no matter the amount.

However, for such a small amount, the simplest option is to use a reputable exchange like Binance. For example, LTC withdrawal fees are usually around 0.0001 LTC, which is roughly $0.0054 depending on the current price.
