No, they are not selling banners here anymore, but you can launch a marketing campaign here, like a signature campaign or bounty campaigns. There are capable managers here who can handle your campaign.

You can make an announcement thread of your service in the Service Announcement section. In the thread you can provide more information about what your service offers and other important details. However, if you have a marketing budget, then you can run a signature campaign and promote your service further, but to do that you need to hire a signature campaign manager.

As said, ad banner handled by the forum itself is no longer an option.
If you are okay with having a number of people paid to wear your ad in their signature area, hence visible on all their posts (new and old), you can do signature campaign, also as mentioned already (just look at the bottom of my post, you'll see that I am wearing an ad myself).

Keep in mind though that it's advised to have an announcement (ANN) thread, so people can contact, ask various questions, ... (you can maintain it or hire somebody to maintain it).
Also keep in mind that when your signature campaign ends, people will start wearing others' ad and yours will probably no longer be visible (unless somebody wearing your ad becomes inactive, but that's rare).
The signature campaign can be handled by you (but then you will probably have to escrow some funds because you are too new, hence there can be trust issues), or you can hire somebody (unsurprisingly, I recommend the campaign manager that's also handling the campaign I'm in).

Unfortunately, forum administration decided to stop placing banner ads on the forum; hence, you will be unable to promote through the forum banner. Be careful of fake PMs from strangers if someone encourages you to place ads through him. If something happens like this, then it's a scam. So ads are officially suspended on the forum for quite a longer time.

But still, you have a chance to promote your platform through a signature campaign which looks like banner ads on the forum. Just visit the service section, and you will get how other companies, like gambling, are promoting their platform here. That's what's nowadays running on the forum since banner ads were suspended.

If you mean something below user post, what you actually see is forum signature. On this forum, some company (usually through middle man, sometimes called manager) rent people's signature to show their stuff. These are not classic forum banners, but advertising through campaign signatures. These ads have been added to the member's profile.

If you can't do it by yourself, then it's best to hire a campaign manager who will take care of it, for example icopress, but it all depends on the budget you can allocate for this
