When someone posts an offer that is so good to be true, then ask interested to reach him out in private, red flags automatically rise in my head. You can share the details in public and let the community contribute. Some screenshots aren't a proof of credibility. Btw, anybody can lunch a similar project without big technical knowledge stuff.
Why it should be with an anonymous partner? Just to hide his personality behind the $200 budget or you are aiming to stay anonymous as well? This the most poor offer I have ever seen in this space. Someone who calls himself independant developer looking for a partner with $200 as a 50% of the project. The project should be worth $400, right?
