Need someone to localize a game for me

Hi, I don't think anyone will do it but I'll give it a shot.
So I need someone to create a complete localize version of an MMO game named Digimon master online.
1-This version must be localized with om my device (you don't need to make a private server)
2-I need all the cheat codes and full game experience
3-I can only pay $60 for the entire project
