I think the manager didn't go check where the campaign participants came from, all that mattered was that they met his requirements.
Everything can have multiple viewing angles. I almost found some data, where Nigeria is one of the top 3 crypto users/number of inhabitants, and they are quite numerous. Looking from that aspect, it is not surprising that their local board is the most numerous and active, at least one of those.
Also, taking into account the OP's hidden motive, lately, there have been many accusations against multiaccounting from that local board.
I would be even more interested in seeing statistics for all current sig campaigns.

Why are there few legends? Again, it's simple. Firstly, it takes time to rank a legend, and here you need to calculate how many accounts you can create with the rank of full members while someone is developing one legend account.
