Can PAGCOR’s 24/7 Gambling Helpline Actually Help Reduce Gambling Addiction?

This looks like good news. Just recently here in the Philippines, PAGCOR, which regulates licensed casinos and sportsbooks both online and offline, launched an initiative called the 24/7 National Problem Gambling Helpline or NPGH. From what I understand, they want this hotline promoted in gambling-related advertisements, so people who are already having problems with gambling can reach out and get help through the proper support channels connected with PAGCOR.

MANILA – The Philippine Amusement and Gaming Corporation (PAGCOR) has directed all gaming operators and related stakeholders to replace existing responsible gaming advertisements with materials promoting the newly launched 24/7 National Problem Gambling Helpline (NPGH).

PAGCOR announced on Wednesday that it issued a memorandum on June 9 instructing all licensees, suppliers, gaming system administrators, gaming venue operators and other concerned entities to replace all gaming-related advertisements with the NPGH advertising template.

PAGCOR Chairman and CEO Alejandro Tengco said the directive covers billboards, wallscapes, digital displays and other out-of-home (OOH) advertising platforms currently carrying responsible gaming messages.

All advertisement replacements must be completed on or before July 15, 2026, and should remain in place until Sept. 15, 2026.

"Responsible gaming goes beyond awareness," Tengco said in a statement. "It also means ensuring that help is readily available to those who need it most."

Tengco added that promoting the NPGH helps provide professional support to individuals and families affected by gambling-related harm.

"This initiative reflects PAGCOR's commitment to foster a safer and more responsible gaming environment for all," he said.

What do you think about this campaign, would it actually help reduce gambling addiction, or is it just a way for gambling operators and regulators to show that they are doing something?

There is no bad in trial. First of all if they want to do it, they have to secretly launch it and if it works then they can publicly announce it and start the campaign. Let them know the impact first before bringing it to the public. So that they will know where to start with. But for my thinking it might not work out because the mind of the gambler has not been deal with so he will still continue. There are different factors that contribute to gambling addiction. And the most common one is the joblessness and those set of individual would like to use the gambling to sustain themselves while looking for good job. And other root cause in it. Let them find the root cause of the gambling addiction first before anything else.

It seems like the government has really seen how serious gambling addiction is in the country, but the question is, will people use that platform to share their problem?

I doubt it will be successful since most of the victims are those who are in the poverty line. Although that is really a good change, they should also monitor if it really helps people who experience serious gambling addiction. I think after that, maybe they should set a budget for free rehabilitation for gambling addicts.

I don't know how effective gambling helplines are, so I can't say for sure. It largely depends on the person to acknowledge their addiction, and they should also be willing to act on it.
As for PAGCOR, they already have quite a few accredited help centers on their regulatory site, so it looks more like the latter for me.

That's why they instructed every gambling-related entity to replace their existing advertisements with the NPGH template, in order to spread awareness about the service. I still doubt that many people would use it though.

I think this will be more effective to those that are already challenged in gambling and for them to have been having issue with gambling shows that they have been irresponsible to some of the strategy they use to gamble and this has really been affecting them in one way or the other.

To an extend it may be a way of providing solution to those affected, well, when will you get the entire conditions as well as the procedures used in administering such solution, chronic challenges could not be suitable with finding a best alternative using this method, but I'm sure that some will definitely find it as a means of benefiting from such service because they will be informed of necessary things to do while the chronic ones that have been affected may have to go further with escalation to get better solution.

That's why it's important for relatives to force and even use force to take their addicted relative to the hospital.

If your government is proactive to combat illegal gambling site and fight gambling addiction then why not?

That 24/7 helpline is also helpful, since before many gamblers fall in bad position or situation in life and they don't have any experts to talk about this matter. While now they are offering such services and for sure if many people will go to them many will be saved from possible addiction.

Although its hard to look forward to see a quick result with this developments they made, but if the government is consistent maybe in future we could see the real effect of this additional helpful matters they add.

If the government of the Philippines is taking these measures to curb gambling addiction, then it should be commended and shows that gambling addiction is a huge emergency there. In my country, you don't need to be addicted to gambling because you will have yourself to blame as our government don't care. We are at a dangerous phase in which the citizens are left to themselves for many things, so you don't need government to teach you how to manage your resources in a prudent way. This explains why gambling addiction is not a major emergency in my country.

It will definitely help those addicted gamblers who have no one to talk to and when they're in the brink of losing hope due to their addiction. Losing everything they have and we know that gambling is now rampant in our country with how many choices we have and how accessible every online casino is.

I hope that they are not doing it just for this kind of show because that's going to be disappointing.

What I know is that the country has a lot of laws that are not implemented well, so that one might only become useless.

The fact that they are approving many casinos to operate in the country despite people struggling due to high poverty, this kind of directive to casinos is not the solution we are looking for. We are gamblers, we are not coward, we do not easily admit mistakes, so would we really trust people we do not know and tell them we have a gambling addiction problem?

Just like we have said in some of our previous discussions about how addicted gamblers can be helped, we mentioned that addicted gamblers can only change if they have first made up their mind to actually change. This new development can help reduce addiction but that's if the gamblers also takes it serious, you know how ignorant some people can be, they won't even pay attention to this new development but they will continue being addicted in gambling.  Depending on the kind of help services that is offered by PAGCOR, it can actually help.

The actual thing they should be concerned about is, how many people would that are addicted to Gambling will seek help? A lot of people that are addicted to gambling at either caught up in their addiction or In denial, they don't admit that they are addicted to Gambling either because of how they think others will look at them or other will look at them. This is the reason why less people seek help.

I am generally optimistic and believe that in public service on many occasions priority is given to assistance to the citizen over mere propaganda that something is being done. As it is something new, we will have to wait to see the results, which will probably not be published for another year, but this customer service seems to me a good way to spend citizens' taxes, more useful at least than many others.

I wonder if this is toll free and I hope they should put a mobile number to easily call them via mobile. This feature is very helpful assuming all regulated casino will apply this to their website.

The intention is good, there are hopeless gamblers that might use the landline to get help, and he could be saved by this advertisement,, so I don't see anything wrong with it, and I'm sure even casinos will welcome it, after all, casinos promote responsible gambling because it benefits all stakeholders if no gamblers go astray because of gambling.

This is just an additional rule, but what interests me more is how it will help addicted gamblers.

They should produce stats to know if the program is really effective because personally, even the self-exclusion feature inside casinos is not very useful to many gamblers, so addiction is still not resolved. I guess the best people who can help addicted gamblers are their family, not other people.

I think it is a 50/50 thing. It will actually help only if the affected gamblers realize that they need the help that PAGCOR is offering. The major problem with gamblers who are addicted is not that there is no help available for them, but that many of them do not even realize that they are already in a messy situation. If only addicted gamblers would agree to make themselves available for help, then it would help greatly.

I am hopeful anyway. Constant sensitization and awareness will yield results, no matter how slow the progress may be. Society needs this, especially now that many people are quietly becoming addicted to gambling from the comfort of their homes.

Well, I don't know honestly but I do feel that whatever initiative that does not actually discourage people from gambling and gambling excessively does not actually help in reducing gambling addiction, infact, I have this feeling that this initiative might even encourage more gambling from youth and other interested parties because they now will feel that the government will come to their rescue if ever they get into any gambling issues, this will or may cause many people to start gambling recklessly, while those who had managed to stay away from gambling due to fear getting into gambling issues may not be encouraged to go into it because they now have the government to call upon incase they get into issues they themselves can not handle on their own.

This is initiative is not in my country, and I am genuinely happy for you guys in Philippines if you feel an initiative like this is a major breakthrough for you guys, but honestly, I feel this can not solve or reduce gambling addiction, rather it will add to it.

For the government, at least they are doing their job, it is already the fault of the gamblers who need help but do not seek it because they are ashamed of their situation.
That helpline is open 24/7, they just need to call and tell their problems. But I am wondering how the one who answers the call would be able to help, that was not written in the news.

I don't think this will fully help players to quit, but with this I really support it because it is a good step with the intention for a good thing which is none other than helping those who are addicted to be aware of the problem that someone who has poor self-control can return to gambling even though they have received help from experts such as the help of the staff of the Gambling Assistance Service. Regardless of what the gambling laws are in the country but this is a good organization and I think the community and even the government should support this program, I don't think anyone thinks this program is a mistake or a bad program.
