Saw some unconfirmed funds in my wallet and thought about what could happen if I try withdrawing them despite having an "unconfirmed parent" tag. I clicked the send button and pasted an address and it actually showed readiness to withdraw the fund. If I go ahead to withdraw, what would happen? Would it stall along the way or wait until the funds are confirmed before proceeding with the network action?

I also saw: "This transaction will spend unconfirmed coins.
Make sure you pay enough mining fees; you will not be able to bump the fee later."

So it means that unconfirmed funds are sendable?

The network will sort that out automatically.
Since it spent an unconfirmed output, that parent transaction should be confirmed before your transaction can be confirmed as well.
That can happen in the same block if the transaction fees are similar or if your txn has higher fee rate (works like a CPFP transaction).

The issue here is if that parent is replaced via RBF.
If it does, your transaction will be dropped by the nodes that already accepted the replacement for its parent transaction.
If it happened to you, that child transaction will be marked as "local" in your Electrum GUI and can't be broadcasted to Electrum servers and Bitcoin nodes who dropped/replaced its original parent transaction.
Anyways, you can remove it easily if its amount is still calculated to your overall deducted balance.

BTW, if you don't want to spend unconfirmed UTXO, you can enable the "Spend only confirmed coins" option in 'New Transaction' window's "Tools" drop-down menu (shows after clicking 'Pay')

This must be an inconsistency between the server that you're connected to and that blockexplorer's database.
Most of the time, it's the blockexplorer that's correct.

So, just select another server in the server list by right-clicking on it.

Since you've updated the OP, I'll answer this as well:
I also saw: "This transaction will spend unconfirmed coins.
Make sure you pay enough mining fees; you will not be able to bump the fee later."
The second part of the note just means that you've spent all of your available UTXOs,
So, the message suggests that you wont be able to use RBF in case you need it, but changing the default RBF behavior will still enable you to do that.

It depends what blockchain explorer and what node server you used.
If you want total accuracy and best privacy you should run your own bitcoin node, and mempool.space explorer connected with that node.

Although I can't vividly remember how to navigate there, I think Electrum has a setting for this both on the mobile and desktop version. I think when you toggle it on, it only allows you spend coins that have been at least confirmed. Nevertheless OP, spending unconfirmed coins isn't a problem.

Your wallet can measures the fee of the parent and try prompting you to spend a slightly higher fee so the child gets confirmed quickly including the parent transaction.

I can’t help with the desktop version as I haven’t used it for quite some time and I don’t have access to a PC right now to check it. However, for the mobile version, all you need to do to enable/disable spending unconfirmed coins is tap the green circle in the top-right corner of the electrum wallet, choose "Preferences", scroll down and under the "Wallet behavior" tab you will see the option to enable/disable spending unconfirmed coins "Spend unconfirmed". Just toggle it depending on your preference:

I use the desktop version and will enable this the next time I make a withdrawal.
I guess it's quite hard to figure this out without a screenshot because I've already pointed you to that option in the first reply.
I'll consider adding a screenshot next time.
