Just so you know, the said user is a moderator, he look out for other boards in different locals. He frequently post on local boards if attention is needed like when user post wrong info, repeated threads, correct links or dispute information so others don't get misled. You can check his threads, they are mostly on Russian local board, he only post on other boards when necessary.

You are a regular user, you can read other threads written on other languages with translator but don't post there. You can ask any questions on general boards and you will get response from others if need be.

Any mistake or incorrect translation will be noticed. Native speakers do not like those who distort their language. There is no guarantee that someone will not leave you a tag for this. Persuading people to remove the tag is more difficult than just writing in the local section where you feel "like a fish in water".

That was one of the worst attempts by bounty hunters in the past. While your initiative is different, I don't recommend it.
It's even better to just post on global and your own local board, and then leave a note for anyone, especially skilled translators, to translate for their respective sub-locales.

If a particular thread is created in English from a specific local board, you can be allowed to add value to the discussion.

In my local board, outsiders are always welcome because most threads are written in English.

The discussions in local boards come with slangs that translators will never be able to translate exactly like they were originally meant to be so trusting on translator to engage in discussions in local boards isn't advisable. Stick to languages that you perfectly understand or can understand to some extent so you don't make off topic contributions.
