Snapshots the full Bitcoin Core mempool every 30s, sorts by effective fee-rate
Builds 3 forward-looking buckets (+1, +2, +3 blocks ahead) based on vsize and effective fee
Uses the prioritisetransaction RPC so Bitcoin Core constructs enhanced block templates
DATUM Gateway publishes those templates upstream to OCEAN's stratum pool
A validator job cross-references every new block against the lookahead snapshot from the relevant tip height — no retrospective fudging
