I won’t advise anyone to use an exchange for bitcoin long term investment even if you want to operate legally on the exchange is still very risky, no matter how perfect you thinking you can make it look, trying it is still risky to me. The only set of people that one can give this advice are traders because using exchange is the only better and good option as a trader so since you need to use an exchange you need to make sure you consult your lawyer so he or she can explain to you all the legal protections available for you under your own country legal system or law. Trading itself is very risky and I will advise anyone going into trading to use only his or her discretionary income to trade, you won’t feel that bad if you lose just your discretionary income to exchange or trading itself.

Russians who use crypto make use of off-shore crypto exchanges, and these service providers operate without a license. That's because the Russian government do not welcome crypto in their jurisdiction, and as such don't isssue any state license to these services. Take note that crypto is even banned as a medium of exchange in Russia. However, Russia has rolled out a comprehensive legislative framework for crypto, which would take effect in the coming month. This regulation gives the Bank of Russia the power to regulate crypto exchanges, and requires these CASP's to be fully licensed by July 1, 2027.

On the other hand, the exchange's clients' funds are protected. If the regulator revokes the crypto exchange's license, clients will get their money back during bankruptcy proceedings, even if the bankruptcy process takes several years. This isn't an ideal solution for users, who may lose access to their funds for several years, but it's better than losing all their assets.

For me, legal protection as you say is very important, considering several cases that have occurred against crypto exchanges that do not have strong legal regulations from the government. The beauty is, in my country there are several official crypto exchanges supervised by Bappebti and the Financial Services Authority, where the official institutions responsible for crypto exchanges provide definite legal rules for exchanges and consumers, where official crypto exchanges under government supervision are required to follow legal mitigation measures, where each exchange must follow the rules for separating customer funds which are called segregated accounts, of course this is a way to provide preventive and repressive legal protection when undesirable things happen as the OP said.

At least the exchange will file bankruptcy with the government, if it cannot compensate customers, it may only be the owner of the exchange who is arrested... while government law does not guarantee customer funds at the responsibility of the government. Legal protection is only limited to supervising, the rest of the exchanges themselves are responsible.

Keeping your bitcoin in an exchange is just not good at all however if you are a trader you don’t have any other option than to keep your bitcoin in an exchange because it makes things easier for you however, it shouldn’t be there for long term. I think if an exchange is hacked and what was stolen from the exchange was small amount of money, I believe it will not affect the users of the exchange. Their money will be intact because the exchange will look for a way to replace the stolen money. However, if it is huge amount of money that was stolen from the exchange, I don’t think the exchange is going to actually replace all there users money only some percentage will be replaced as compensation. Are people really still using exchange to hold their bitcoin for longer term, after all this bad news of exchange hack and scam.
