For hosting or domain services sold through resellers, abuse complaints can involve several layers.

The issue might be a domain, a server, email sending, DNS, or website content.

What is the fair way to handle it? Contact the reseller or host first if they can fix it, or take direct action when the evidence is clear and urgent?

People usually don't know whether owner of the server buy directly from host or reseller. I wouldn't be surprised if few people bother to make report on all things you mentioned.

Most reporters only see a website or domain name. They usually don’t know who the real host is, whether a reseller is involved, or whether the issue is actually DNS, email, or website content. That is why the first step often becomes figuring out who can actually take action.

No specific report here, just asking generally. I agree, if it’s server/content abuse, the host is usually the right first contact. I was thinking more about cases where it’s not clear whether the issue is hosting, DNS, email, or the domain side.
