Fair-launch KawPoW PoW coin with Dash-class smartnodes

Part of the FILO ecosystem. GPU-mined KawPoW, Dash-class smartnodes with ChainLocks (51%-attack immune) and InstantSend. Time-locked fair launch — nobody can mine before genesis, every coin comes from block 1.
