I think most scams are motivated by some kind of greed or addiction. You'll see most people who are stealing money are drug addicts and they just want money to buy drugs, and that's what motivates them to try such stuff. A sober person without any addiction usually doesn't get involved in such frauds, although some do and they are just maniacs.

Absolutely, assuming its possible women should be ban from gambling, as they can easily get addicted that men and once they are addicted, its hard for them to overcome it and once one is addicted, it will require them to get more money, indulge in more lies and money risks and this will keep breaking them by affecting their lives, their plans, as everything will get worse and worse, which make some people to be more desperate that they can even put their lives in danger and the more they get pressured, they more they keep losing their money and it can lead them into destruction.
