My version of tor is too old?

It's definitely too old. https://packages.ubuntu.com/tor currently shows only Ubuntu 26.04 LTS or newer package Tor version 0.49 or newer. But if you cannot or do not want to upgrade your Ubuntu, check this guide https://support.torproject.org/little-t-tor/getting-started/installing/ to install Tor on Ubuntu from Tor Project repository.

Problem solved by installing tor 0.4.9.11-1~jammy+1
