Are you doing the same thing? The OP hasn't detailed their findings. I only spent a few minutes creating new wallets on two different pages. I know the general rules for creating secure CSPNRGs.

Can you explain why creating new wallets is not allowed on offline networks on this page? https://wallet.hypercoin.network/create/?lang=en&autocreate=1
but allowed on the other? https://hypercoin.network/web-wallet/#/create
