Do I charge Ledger Nano S by connecting it to a notebook?

I connected it to my notebook but I didn't see any response on the ledger.

AFAIK, neither the Nano S, nor the Nano S plus are chargeable. They don't have batteries. You plug the device to use it directly but it does not charge. The Nano X is the model with the battery.

If I get your question correctly, you are asking if you can charge your Ledger Nano S? No, you can not charge Ledger Nano S because the hardware wallet does not come with a battery that can be used to charge it. But it will work directly with your laptop.

If your Nano S isn't turning on when connected to your laptop, you may have a problem with the cable
Try using a different cable to see if it's recognized

If your laptop recognizes it but your Ledger doesn't appear to be turned on, you may have a problem with the display, which is quite common with the Nano S
