I don't know about the new bitcoin order president Bola Admed Tinubu has issued, I tried opening the link you attached to your post so that I could know the plan Tinubu has for Nigeria bitcoiners, but the link didn't open. So I can't say if the move by the president is good or bad for us. From the behaviour of Tinubu since he was sworn in as the president of the Federal Republic of Nigeria, all I can say about this new bitcoin order is, Tinubu wants to milk us dry.
Edit, Whenever this kind of news arise people panic for an unnecessary reason, the only place they would end there threat is on P2P and still they will be the ones to call them back so that's how I see this order they're talking about, since they're always fighting things that has not been the problem of the country that's how they will always not going to see the means to control people in cryptocurrency, all this things they're doing is not for any benefit in the country but is because of what they hope to achieve for themselves because is only policy that always give them bundles of money they're after.
