If the crypto wallet isn't supportive of this idea the Google drive as backup wouldn't show this way, it's not an option that pops up on screen this shows as something the wallet itself supports.

There is this thing where if you encrypt a file properly you can even theoretically put it on a public download link and still not get it decrypted by anyone but your self.  You can find DAT files with a pretty large amount of Bitcoin that have not been decrypted yet so there is that.  But generally speaking, it is not advisable to choose Cloud particularly because Bitcoin is meant to REMOVE Third Parties and not to include more.  Because usually the more Third Parties you go through, the less Bitcoin is necessary in your situation.  In this situation why back your Bitcoin in a Google Drive and use a custodial, centralized exchange too when you can simply resort to solutions like ETFs as clearly Bitcoin is not what you are looking for but rather speculative investment.

He might be among those who are following Bitcoin shadows rather than the reality of Bitcoin which makes it more dangerous for him to accept using online means of storage for his seed phrase.

That pattern which they want to consider as being convincing is one of the worst back patterns. I-up patterns. I consider it as an approach used by lazy people. I still saw the option to back up my wallet to Google Drive when I was last using TrustWallet, and they also offer iCloud backup options.

I don't think such a backup option is a viable way to secure your wallet. While it might be convenient and quick to restore our wallet, but it is not commensurate with the dangers that may arise. After all, online storage is incredibly risky. Cyberattacks are still a possibility, especially if the user is careless, or negligent. So, I think storing our wallet online is so risky, than save it offline. Therefore, I strongly agree with you about relying on offline (and securely) for the seedphrase storage. The main thing is; Everyone should prioritize safety over comfort alone.

I want to understand something better here, if the person that encrypted the file on the cloud decided to unencrypted it again maybe after so many years of exposure to the public, the instant that he unencrypted the file will it also be unlocked for others who already have the file

People who still keep recovery seeds on txt files and leave on their phone memory will learn the same lesson that those who did the same in the past also learned, it's a never ending cycle at this point.

I still believe that there are some newbies who hate been control by others, those who want to get things done by themselves out of the centralisation sight, such people still exists, I just hope they find true open source, non-custodial wallets like Electrum first.

Just never put a back up on the cloud if it's the seed phrase. You'll never know who's behind that administrator of the cloud service. Very risky to do that. I've done that before and fortunately, I've learned it from the people of forum during my early days that it's never been advisable to keep your seed phrase in the cloud. I agree about keeping it manually, writing it down and keeping it in a safe place.
