You didn't write whether you took any action against the moderator who had my report as "Bad" and who is more than obviously protecting Russian propagandists on this forum?
Xal0lex moderates these things neutrally, as you can see with
both sides complaining about him. I didn't check whether he was the one who marked the report as bad, but if he did, then I don't blame him for it. This was an edge case which I was not
that far from deciding in the other direction, since the post didn't have an explicit call to action.

Whatever it is, it's not incitement. What you're saying is that the opinion is
evil, which I agree with. But whether the opinion he's advancing is evil or not is
completely irrelevant to moderation. Forum rules don't prohibit evil opinions. Similarly, your reports cited "causing fear and concern" and "creating a feeling of hatred and fear", but creating those feelings within the reader is not prohibited by forum rules. What's prohibited by forum rules is
inciting violence.
Moderation is done according to
rules, so if a line can't be drawn between a moderation action and a rule, then it's an incorrect moderation action. Rules can be changed, but one of the core principles of this forum's moderation is to allow for a very high degree of free expression, including allowing members of even very evil/strange groups to put their crazy ideas out there in full. This moderation principle differentiates bitcointalk.org from most forums, creating at least one space where even the craziest ideas can fight it out. It also saves moderators from the impossible task of coming up with some unified theory of ethics. If "advocating committing war crimes" was banned, would we ban quotes from President Trump regarding the Iran war, or posts from people supporting Israel's war crimes? Or is the rule supposed to be "Only 'our side' is allowed to express their views"?
If you don't want to be around people who have detestable opinions regarding you and your nation, then there's certainly nothing wrong with that, but
bitcointalk.org moderation is never going to achieve that goal. We do not create safe spaces for people. You can either add the users to your ignore list, or go to one of the many forums out there with stricter moderation.
This kind of topic should be banned, even to avoid putting moderators in the subjective position of deciding what is right or wrong.
The beauty of allowing all opinions is that we don't have to decide what's right or wrong: each reader can read everything and decide that for himself.
