As far as I have seen, the forum moderators are quite active. And in the Beginner & Help board that several threads have already been locked, especially those whose questions have already been answered. So if someone really wants to create a new topic to know something, I don't think there should be much of a problem with that. Once the question is answered, the moderator can lock the thread.
If someone creates a new topic to find out about something; that hasn't been discussed before, then I don't think that is an issue. However, the problem arises; when a new topic is created even though one covering the same subject already exists, then I think it is becomes a problem, and maybe that is what is known as "spam", right ? Besides that, I think the OP's goal in discussing this is to make it easier for beginners to get the information they want, and maybe it is also help the moderator.
Personally, I often use the Google search engine to look up topics that have come up previously, and I use the date relevance feature to help with that.
