There is no punishment on bumping old threads as long as the thread is important, because we are encouraging the use of search function of the forum to be able to access some threads you might have in mind to create something similar, so that we can have limited number of similar threads; if the thread is found, the next thing is to read the thread and maybe comment under in case you are not satisfied or if you have question to ask about the discussion or you have your idea you wants to share your thoughts about the subject of discussion. It is better to reply on the existing topic of discussion than to create new thread according to this discussion.
Because of spam, the bump score applied in some boards.
Bumping changes on some boards. In those boards, bumping a thread can not be abused.

In addition, forum has rule against necro pumps that are annoying and not allowed.
The strong guideline is 1 bump per 24 hours per thread. Additionally, bumps should not be annoying, which needs to be determined subjectively. If a user bumps 10 threads every day, that's annoying. If a user bumps 3 threads at the same time for some good reason, then this may not be annoying.

Reason is simple, people don't want to read what they see, and with such lazy people, they surely don't spend time for searching anything. With them, if you bump a helpful thread, they don't read it too. It's similarly to how they ignored pinned threads and did not read such helpful threads.

If I may ask, what kind of punishment would be given to whoever bumps old thread that ought not to be brought back again. Sometimes old threads carries informative ideas which could still be discussed or looked into in a higher and different perspective. Such could be maybe a technology that was upgraded with new features and someone decides to bump such thread calling the attention or notice of the community about such technology upgrade. Do you think it is not nice to bump such thread? Since it is a product and service would it not be better to do so for the community to be aware via bumping up the thread?

I agree with you, it is better to reply or ask your question in old thread than opening new thread.
The only reason I think some newbies open new thread to ask question is because the old thread is usually difficult for them to find and that is why the search function is very important if they know how to use it I believe they will see all the answers of some of the questions they would have open new thread for.

I think people should know and enjoy using the search function. There are many things I knew now and it’s because I usually use the search function a lot and not just because I want to open a thread, but because I want to see if i can get some things, I don’t know about.

What if those threads are Mega threads and are locked by the OP or admin would that stop one from not creating new thread to air their view or initiate a new conversation? Because some people would not want to continue on a mega thread as they would feel that their ideas or opinions would be buried down the thread without anybody noticing their idea's with respect to that conversation. Me too have Hythe experience before that is why I am curious to know about this so properly be informed about it also.

If the thread is locked, there is still a chance to contact the OP to open the thread, but if you can’t go through that, you can create new thread, it is not a crime, the only reason why we are encouraging using the search function is to avoid reputation of threads that are recently created, but if the thread is locked, you can create another thread to give your suggestions, but you can make reference to the existing thread.

I personally believe this Topic has reached its conclusion.  It is approaching 90 replies and to me at least it is being only dragged for no reason.
