Working for the government is not the same thing as relying on the government. Those who work for the government are civil servants. They rely on government work to get income. Most people who rely on the government want things to change. Meanwhile, there are some of them who are living large, but the belief they have in the government has kept them thinking that someday things will change for good. Relying on the government does not mean survival, and it wont uplift your income.
Well your point is somehow complicated because you said working for the government don't mean relying on the government for survival and that those that rely on government are civi servants, now can I tell you that there is no difference in the points you have made, because once you are working for the government without having another source of income you have automatically rely on them for means of survival and if they haven't paid salaries you don't have any other money to feed yourself and family. There's no one who will rely on a government and want things to change because ordinarily the government you and I know won't make things change on it's own except the masses lend their voices and protest for the change.
From my understanding, relying on government is when you don't do any other Job and just stick with the civil service work and some of the graduates waiting on the government to employ them rather than being self employed and be making money by themselves than waiting for government opportunities.
