It depends on the country he exists in, the standard of education in some developing country isn't as standard as developed countries, most of them teach only theories and less practical, not to mention about online interactions and collaborations. Computer programming as a discipline sounds vague too, it doesn't depict any specialization from him since programming has different areas of competence and career paths. From his introduction, he's not specialized, but I can be wrong as well.
A country's educational system won't be the same, but at the same time as someone who is studying a course, especially something that's just theory like programming, there are assignments you do which will give you some certain level of experience, including your research work, no matter how poor and educational settings is there are things which will appear very unusual for someone who studied and graduated under a certain field not to have basis knowledge about.

There are some courses that theoretical teaching is limited to just to introductory stage of your study, computer science is part of such courses that deal mainly on practical.

The ops have a good course that, he will definitely be useful in the forum in the near future if he have that knowledge of a programmer as stated in the ops, we have some few forum members who studied computer science or are programmers and we see the incredible contribution through their development like some bots and tools that we use in the forum.

With all being said, I like your observation with the hope that he is not leaving soon but stays to learn and share ideals with others in the community.
There had also been numerous of newbies that had shown interest in learning about Bitcoin who also leaves so sudden even after dropping their introductory post and even had declared areas of their interests in the space.

The directions to their local boards does not seem bad too because there in the local boards is where some beginners also finds relaxation to interact.
So of course, newbies can always look out to their local boards if possible but as for those whose origin does not have local boards in the forum, don't feel exempted because you can always do better in the general boards as long you are dedicated to learning new ideals of having to establish a life here in the forum.

If he manages to showcase/sell his service on this forum, he has already succeeded. If he manages to get the best out of this forum, and if he is genuinely interested, then there is no doubt that he will stay on the forum. I like that many people have shared their opinions and helped him understand how the forum works. The guidelines I gave him are very useful and simple, and as for the local board, this forum has everything, so i think it also has a local section for him where he will be able to get more information

-snip-
since you have made your first Post, no need to worry because your journey has just begun. Making post here already mean you have made a move. All you just need to do is to be patient while reading the pined thread at the top of every board to know what each board is all about. I know the best place that befits you is the technical board, but you need enough learning to blend with guys around there because your level of computer may be different from what you will see there. Just be patient and most expecialy read more before posting.
Complete beginners can visit the technical forum—not to comment, but to listen in on every discussion led by people who are well-versed in the subject. It’s not that they’re not allowed to comment on the posts there, but there’s a risk they might get it wrong. It’s fine, though, if they have a background in knowledge closely related to Bitcoin’s technical aspects.
This forum is always open to everyone, and there are no restrictions as long as your intentions are good—and that will become clear.

Welcome to Bitcointalk community op, with some few months I have spend here, what government officials are saying concerning Bitcoin is not true which is the reason why some people are afraid of Bitcoin because I don't see Bitcoin what will destroy government currency, which is the reason government dislike Bitcoin. I think you make a good decision to join this community op, because it will grow your mentality towards Bitcoin and other cryptocurrencies investment.

You’re welcome, since your background is about computers programming, you already have a good opportunity because bitcoin and programming is a little bit connected. All you need to do is to take your time, learn the basics of bitcoin, read pinned threads and ask questions when it’s necessary. Take it step by step and you will gain more experience and add value to the forum.
