Ligue 1 is the same, PSG is the favorite and won't let another team take the title.
Competition in the Premier League is always fierce, but considering City's slump and coaching change, along with the constant squad changes in other teams, Arsenal remains the favorite thanks to their established squad and experience.
Serie A is the hardest league to predict for me. It's really unclear what will happen there. Inter is one step ahead, but I don't think Milan and Juve will be as far out of the race as they were last season. Napoli, maybe they can fight, but Roma? No way.

Mostly I agree with you @OP, Teams on the list have a strong chance of winning their domestic leagues this season, Especially Paris Saint-Germain in Ligue 1 & Bayern Munich in the Bundesliga, we really have no other options besides those two clubs.
