It was only a proposal and the bill has not yet been signed into law, so gambling advertisements can still be seen across different media platforms. this topic has gained a lot of attention because many people out there, including minors, are getting involved in gambling especially now that online gambling is easily accessible as long as they have the necessary devices needed. I cant say that its already too late, but there are still many factors that need to be considered before such any restrictions can be implemented. Fyi, gambling and online casinos are legal in the Philippines but it is important to verify whether the platform is properly licensed by PAGCOR...Additionally, gambling advertisements generally include reminders to “gamble responsibly" So people should know their limits and to think twice before started to play.

And Non-KYC casinos have also made it quite easier for minors to also get involved actively in gambling without any restrictions anymore, and inasmuch as i don’t have any issues against online advertising of gambling and casinos, the truth is that it has really helped to spread lots of misconceptions about gambling, especially to the minors, they end up making people feel like winning is just so simple, which basically helps to spread more misinformation about gambling.

If the goal is to combat gambling addiction in the Philippines, I think it's never too late in that regard. Because if this bill is passed, it could have a positive impact on reducing people's exposure to gambling. However, there might be people in parliament who are both for and against this bill, since the gambling industry still provides tax revenue and economic benefits to the country, and having this bill would probably reduce the amount of exposure the gambling industry has. So it's likely that this bill might not pass in parliament if more members of parliament oppose it than support it.

You can also share what is happening in your country if you have a similar situation.
The government is supposed to pass a bill for the welfare of the people, and the Philippine government has done it. Now, if the influential circle can somehow manage the government officials, then even if the bill is passed, it will not be possible to implement it properly.
Gambling is also banned in our country by parliament, but if you analyze it carefully, you will see that there are hundreds of gambling and casino establishments in every corner of the city and town, where the influential circle of government bureaucrats is managing and running the business.

I don't think the target for this are the gamblers that are already addicted to gambling but instead I will say the target is the younger generation, the less exposure they have to gambling and gambling related ads the less likely they are to become gamblers and even less likely or becoming addicted to it.
Most of the times bills like this one rarely get passed, there are alot of parties involved that wouldn't want to loss their investments but it is a good measure on their side of the lawmakers if it eventually gets passed, it does show that they are interested in reducing gambling addiction in their country.

This is exactly my thought. I almost said to myself that it is too late proposing such a law. The gamblers in question have already gotten so used to gambling and they know what to do even without ads. Then it just occurred to me that it will help prevent underage children from gambling.

The Philippines will not see the impact of these law now if implemented. They will see the impact in years to come when older and addicted gamblers are already too weak to gamble, and new generation gamblers can't gamble as aggressive as their fathers because they were exposed to very little or nothing about gambling.

The proposed bill should indicate that the focus is on younger inexperienced people than the already addicted and experienced ones.

What I understood after reading the article is that Escudero is not just talking about banning advertising but also about banning influencer promotion and various forms of gambling marketing. The most important thing is that the current Ad Standards Council rules are voluntary, so making them enforceable by law could be a big change.  Although they have not yet confirmed whether the bill has been passed or not, I think the real test will be after the bill is passed.

Banning gambling ads does not make people to stop gambling but what can make them to change is if you make every known gambler to take lesson on gambling and try your best to help them into knowing about the consequences to the decision that they are making by being addicted to gambling and that is how you can get them to stop wasting their time gambling. This solution does not have to be forced or you will be discouraging people from coming to participate as they see it as a deliberate attempts to stop them from having fun and they will fight back and that is why you have to make it look like you are doing that not to fight them but support them and many people will cooperate.

If I remember correctly, in the past I read that gambling addiction was a huge problem in the Philippines, as it was affecting a large part of the population.
As much as bans and restrictions are not very popular within the Bitcoin community, sometimes it's justified. If the problem gets out of control to the point it becomes a threat to the functioning of the society, actions should be taken.
Not all people are the same. While some may act reasonably, others can have a hard time overcoming high emotions and dopamine addiction.

It's not the first time a country has implemented such ban. Many Western countries have the same restrictions.

No, I don't think it's too late. Cracking them down today means a lot tbh because it will be helpful along the way to reduce and reduce. Somehow I think people are easy to make judgement but I think if done right by this government I think it will have a huge impact in the future. To pass the parliament will depend on the influence of the person who actually introduced the bill and the type of support backing him or her up, since it's just to disable anything that has to do with gambling ads, it won't affect their revenue generation from that sector.

It can reduce it but as long as gambling is legal they will still get revenue from taxes, old gamblers will have to settle with old casinos and new casinos will suffer dearly with such law since their means of getting exposure will be limited.

Even if it will pass, the citizens have already developed gambling addiction because of its easy access, so maybe its now too late. Gambling addicts will still find means to gamble even if gambling is already banned in their country.

However, if we consider what will be the long term effect scenario of gambling banning and all its related stuffs, I can totally say there will be high chances of saving the Filipinos gambling addicts. Addiction can still be cut in the long run, but the process of healing might take a long time, but with government support and free rehabilitation centers hopefully, maybe it will be easier on the part of the addicts and their families.

If the people backing this casino up are great and powerful people in government then am afraid it may not be passed into bill. I believe that before government is kicking against gambling in Philippines is because they are not making profit from it. I remember a user once said that if government is against Gambling it means that are not making profit from it. So I believe they are not making profit from it that's why they are kicking against it. If there is a collaboration between casino owners and government, and they make a huge revenue from it, they don't mind if people get addicted.

It depends on how it is settled, one thing we should ask ourselves is that is government of Philippines getting enough revenue from gambling? If no, it means they might settle them and the bill will not be passed, but if the are getting revenue and still demand to pass this into bill then it means they don't care about the revenue anymore but the welfare of their people. But my question is that isn't it too late?

I don't think that they're going to pass it. AFAIK, there are a lot from the congress and probably some senators who have received campaign donors from the biggest operators. So, they're not going to take this seriously. As for the one who filed it, it was Chiz and if he's serious about it they need to put it as a priority bill. But on the current state of the senate, I don't think that they'll put a lot of time in it. So I think that this is just a way to cover the real scenario of what's happening in our country, the online/offline gambling. There's even the agency CICC who are calling out the influencers who are advertising unregistered(illegal) casinos but, I have never heard that they punished one from all of those names they have named.

Based on what I have read, the Philippine government banned gambling advertisements due to issues affecting its citizens, specifically gambling addiction; viewing the practice as detrimental to the public. The information I came across dates back to news reports from last year, and I think the issue is likely reaching a critical point of discussion in the country's parliament.

Personally, I feel that the problem of gambling addiction should be addressed through broad public education; the negative impacts of gambling can be mitigated once the public is fully informed. While image management might play a role in such policies, it shouldn't be the primary focus. Ultimately, the government's main priority must be protecting the public.

Furthermore, the Philippine government ought to make every effort to address, or prevent the irresponsible gambling behavior within the country, especially among the younger generation. Fundamentally, gambling need not be a problem, as long as individuals are aware of, and understand the associated risks and consequences. I believe the reason behind the ban was to prevent offshore gaming operators who are doing several marketing efforts to lure people to their platform because the supreme court has approved rules allowing civil penalties on Philippine offshore gaming operators (POGO), which will be totally effective on the 24th of this month.
The ban is a preparation before the ban takes effect.


And to think this is still just a bill. If there are powerful people supporting big casino operators, then maybe it will not be that easy to pass.

If the goal is to combat gambling addiction in the Philippines, I think it's never too late in that regard. Because if this bill is passed, it could have a positive impact on reducing people's exposure to gambling.

Gambling ads have taken over the internet with lightening speed. There is hardly anywhere on the internet you would visit without having some gambling ads popup from the blue. It’s just another means of aggressive advertising that is being done and you wouldn’t blame them, it’s just marketing.

It’s not any less tempting as, they are always appealing, have bonus offerings and activities at every time. If you are an addict, a recovering addict or someone that has being considering having to gamble, you are more likely going to get in but then, if the government of the day views this to be some means to curb the effect of gambling on it’s populace, I think it’s one effective move too.

I think the chances of getting this bill disapproved is higher than seeing it approved. Gambling casinos have been placing bigger revenues on the country, and to think that the biggest business in the country could be gambling, which makes it the highest share given to the government, hence banning it could mean loss of country's revenues, as well as loss of commissions that these highly-positioned people acquire from these gambling casinos.

The government is supposed to pass a bill for the welfare of the people, and the Philippine government has done it. Now, if the influential circle can somehow manage the government officials, then even if the bill is passed, it will not be possible to implement it properly.
Gambling is also banned in our country by parliament, but if you analyze it carefully, you will see that there are hundreds of gambling and casino establishments in every corner of the city and town, where the influential circle of government bureaucrats is managing and running the business.
The same will happen in the Philippines too, that is, a bill has been passed by parliament so that gambling advertisements are not advertised on social media, but maybe the influential circle will manage it with money.

This kind of regulations actually have a very high chance to get passed into law, because of the fact there are popular among the regular citizen, who believe it would be enough for gambling to get under control to limit advertising, when in reality gambling addiction is rather a multi-facetic issue in societies which law of formal education and economical opportunities, as well as proper programs to prevent people to fall for addiction to quick dopamine which is typical on gambling.

Even if this turns into law, it won't attack the root of the problem.
Just my personal opinion, though, I am not from Philippines, so perhaps I am missing something.

I think countries of all over the world are starting to suffer the consequences to not having a clear laws and protections for your users... they only thought about tax revenue, thinking that gambling would just be a business of moment, but the truth is that this is becoming an addiction worse than cigarettes or alcoholic drinks and leaving the population quite sick and impoverished.

Here in Brazil we also had a very loose initial law, without many advertising requirements. Now this year, a new rule came into effect that requires warnings about the risks of addiction and prohibits them from presenting betting as an investment, source of income or financial solution. They can not even display winnings as an incentive for people to gamble anymore.

There are other laws that have not been approved yet that are much stricter, prohibiting advertising, promotions and sponsorships in various media, but I do not know if they will be approved.... once things happen, it is much harder to remedy them... I do not think we have reached the same level of problem as the Philippines, but over time, every country will get there if they do not start taking action quickly.
