Its because of the advertisement came from the casino you have seen into a different places in the Philippines, they have a large banners seen by all of the people across on the particular places and they dont care if even the minors seen this and it's like they are getting normalize playing casino so now they created a move they filtered all of the non-license casino and banned them to access into the local ISP so if they dont have a license, they can't operate. But still there are lots of social media influencers promoting casino as long as they are registered the government continuously support that.

This kind of regulations actually have a very high chance to get passed into law, because of the fact there are popular among the regular citizen, who believe it would be enough for gambling to get under control to limit advertising, when in reality gambling addiction is rather a multi-facetic issue in societies which law of formal education and economical opportunities, as well as proper programs to prevent people to fall for addiction to quick dopamine which is typical on gambling.

Even if this turns into law, it won't attack the root of the problem.
Just my personal opinion, though, I am not from Philippines, so perhaps I am missing something.

They had already banned gambling advertisement during prime time, and this bill is basically an expansion of that previous ban. So I also think there is a fairly high probability that it will be passed.

Of course, banning advertisement will not solve the gambling problem at its root, but it can still help reduce gambling addiction among teenagers to some extent, and that appears to be their primary goal.

Its somewhat similar to their ban on tobacco advertising. After several years, they reported that the smoking rate among young people in the country had dropped significantly. So they're now taking a similar approach to gambling.

This does not really need advertisements because people can already see other people smoking, and that alone can make them curious to try it.

Gambling is different now because most of it is done online and can easily be hidden. You may not even know that someone is already gambling because they are just doing it inside their room. So when gambling is heavily advertised online, I think it can easily attract more people even if they dont personally see others gambling.

I actually notice this in our country. There are people who I can say are really poor, but they still come to our store to cash in through GCash just to gamble. Sometimes its only around $5, but for them that amount could already be useful for a day. And since we know they are not going to win in the long run, it starts to look less like gambling for entertainment and more like just giving money to the operators.

Thank you for mentioning the real events. So even though it is strict there, it has not stopped everything completely, and I don't think it can be stopped completely. The removal of the banners that had gambling advertisements in the open places is a very good step. Because if children grow up watching these from a beginning age, they will become addicted to gambling from the beginning, which can cause a lot of problems for a family. However, strict action should be taken against those who are social media influencers. Because many people consider them as idols. When they promote betting, it will have a negative impact on children. However, when a person becomes an adult, he can control himself  then he can bet, there will be nothing wrong. The government should create such rules and regulations so that children cannot bet.

A Senate bill wants a nationwide ban on online gambling ads across all media platforms, so that probably means TV, social media and other online platforms.

So what's really happening in the Philippines now? They make the problem worse first before making this kind of measure. I wonder if it's just for show because it's not really preventing the problem, it's more like showing that they are doing their job to protect people even though the damage has already been done.

And to think this is still just a bill. If there are powerful people supporting big casino operators, then maybe it will not be that easy to pass.

So do you think this will actually pass or is it already too late?

You can also share what is happening in your country if you have a similar situation.
For the possibility that there might be a powerful people working behind the scenes to support those big casino operators, there's always a possibility for that. I mean, gambling is a huge industry with great economic interests. It's only reasonable if you think that there are individuals or a group of people who could make a move to influence how they will implement this kind of regulations. But then again, we can't make ourselves convince with that until there's enough evidence.

The advertising ban is a good way to reduce the exposure, especially to minors who are mostly exposed through contents in social media platforms. If that kind of advertisement will be restricted, it can help to minimize the visibility of gambling to younger users. But I think there should be a stronger approach. They need to have a better monitoring especially to those operators who will always try to find a way to avoid the restrictions. Like what happened to e-sabong. When the time that it was banned in the Philippines, most people thought that it was eliminated completely. But there are still e-sabong and online casinos that continued to illegally operate and being promoted mostly by influencers despite the restrictions.

I think this bill will go to trash as our law makers are busy with other things at the moment and besides there are businessmen who are into this gambling business who have political connections so i think this will be scrap. I could appreciate this bill if they have made this before the problem of gambling addiction in the Philippines arise, now it is very hard to solve this problem because celebrities and social media influencers were the ones making the problems worse because of their endorsements and these legal and illegal online gambling sites.

With the level of corruption in the Philippines, I think this is really possible. Sometimes it feels like they dont really want to solve the problem completely, because if people continue depending on the government, they can keep using different forms of aid to gain support.

The government is fond of giving assistance under different names, but for me that is not a real long-term solution. If people remain poor and less educated, corruption can continue much easier.

So I would not be surprised if this kind of issue is also connected to that same system.

They said it will help Filipinos against gambling addiction. The Bill as not yet been signed, but if it is sign, maybe it might reduce gambling exposure, but I do not think it will reduce gambling exposure in countries that people are gambling very well already.
Why would they care about people from other countries? They are doing it for their own Filipino people. I would say this is nothing but another publicity stunt to win the votes of innocent people in the next election. They themselves also know that the government makes a ton of money from gambling casinos. Hence passing a bill that would hamper the growth of their casinos is not going to be easy. Even if they somehow manage to pass this bill, people will still find ways to promote their gambling casinos. Gambling casinos and marketing agencies have become very smart nowadays.

Unfortunately, it can be much worse than that. Banning ads for online gambling across all media platforms in Philippines, they expect big bribes, and if they get it - they'll change their decision. They don't care about people and they don't even care about showing they are doing their job to protect people. We will read in the news when they caught taking those bribes, but for now it is like it is.

When people get used to gambling, gambling ads are not necessary anymore. People who are already used to gambling can indirectly become the spokespersons for casinos. There are some reasons that come to mind for why this situation happens.

  • It could be a monopoly in the gambling industry. Perhaps, well established casinos don't want new casinos to be promoted.
  • Maybe it's a way for the government to make money. So they use use the gambling advertising ban as a threat to get money from the gambling industry.
  • Maybe it's just the government trying to look good. IMO, a ban like that won't be very effective when people are already used to online gambling in the first place.

Here in my country, gambling is illegal. Many gambling websites are blocked. However, we can still see gambling ads all over social media, and they sometimes even come directly to our Whatsapp. But what does the government do? Not much, at least from what I can see. Many of the bookies appear to operate from overseas, like Cambodia, while some may have local connections or representatives. There have also been allegations and reports about cooperation between people connected to the gambling industry and government or related bodies.

I agree with you, the government are just doing there best to care for the masses when the deal has already been done. Even if they pass this into bill, it will not stop others from gambling, because they are already addicted and has figured out way or channel to gamble. They will look for other alternative.

So do you think this will actually pass or is it already too late?
For me I think it's already too late, this is called medicine after death

If this law is passed for Filipinos, new accountability will begin for casino businessmen, but it is necessary to observe how long the people will get the benefits of this law. Because those under 18+ who gamble are more encouraged by seeing ads on various sites or bet with friends, but they will certainly not do this without informing the government. Therefore, it is a good initiative for the government to implement the law considering the future of the young generation. The Philippine government earns a large amount of income from the casino business every year through taxes, which the government receives as national revenue. Therefore, the government should build a fair society through specific plans where the future of the young generation will be good and the rights of casino businessmen will be intact.

When an addiction mostly gambling addiction is causing more harm than good in any country the government should find a means to see how they can reduce the rate at which people gamble in such country, trying to pass a bill by senate to stop gambling entirely by banning online casinos may not really be possible unless there are no top politicians in that country supporting these casinos before it can work out, because there are people that it will affect financially if such bill is been signed mostly the owners of these casinos.

The purpose of the Philippines government to ban gambling could be as a result of the Philippines citizens to abuse gambling, and of a truth many people are being very irresponsible when it comes to gambling. But in my own opinion stopping gambling entirely may not be the best thing to do because their are actually some responsible gamblers who are benefiting from it.
There are some other countries who have attempted this too, but before making such decision you should endeavor that the unemployment, and the entire citizens of the country should be well taken care of , and this can be done by making the economy of the country stable in order to reduce hardship. Where huger, and adversity is high it actually very difficult to eliminate gambling. The Philippines government should encourage regulating gambling more instead of total stoppage, and also regulate the use of gambling ads as well.

Well said. Those who are familiar with gambling does not care if there are gambling ads or there are none of them. People face gambling indirectly everywhere. They see episodes of gambling in movies, they see gambling elements in games, they read about gambling. There are many more example. That banning is similar to not talking about what everyone already know about. I dont know who will banning save from gambling? Those who are first time in the internet or went outside their house for the first time most likely.

They are not the target here, those ads are targeting more of a non-player and try to lure them into playing for the first time. And if that happens, then chances are they are going to fall for it and then the vicious cycles start.

Of course, those who are into gambling already knows the ads and so they won't care that much. But those who are seeing it for the first time might be the next statistics in our country to become gambling addicts.

Dunno, I was never lured by gambling ads to start playing in advertised casino. I pay attention more to stories that gamblers share about casino (or product) and that is the starting point when I start thinking about to try or not to try. I think people have already seen too many ads in their life to stop believing totally to what they say and are experienced enough to understand that what ads show always is different to what they get in real life.

I feel every country should do that, just to prevent kids getting sucked into this business. I mean they do it with cigarettes and other stuff, same should go for gambling ads. But no, in other countries you see this stuff 24/7, in commercials on TV, on adds in football stadiums and and and. Philippines are doing the right thing cause over there the gambling pandemic is already very advanced, saw a documentary about this subject some weeks ago on youtube. Better try to stop it before it gets even worse.

You’re right on this. We badly needed it due to the rising number of gambling addiction cases while we are a very poor country to begin with.

Our government has financial assistance programs to the poor family that usually turns to a supply of gambling funds instead for their financial needs.

But I really doubt this will implement properly due to the level of corruption in my country that is so deep. We are currently heavily flooded as we speak now due to failed flood control system projects.  Cheesy

So do you think this will actually pass or is it already too late?

I think they will end up with a compromise:

Quote
Spain limits broadcast hours and bans welcome bonuses, Italy’s Dignity Decree prohibits gambling advertising across all media and sports sponsorships, New Zealand bans affiliate marketing for online gambling, while China prohibits advertising for any internet or real money gambling.

Escudero said these examples show that full advertising bans remain rare globally, underscoring the significance of the Philippines’ move toward stronger industry regulation and consumer protection.

A full ban is almost impossible, and why would they give up a significant source of tax revenue? My guess is they will find some middle line, and that would be ok. I think that gambling advertising should be regulated... across all platforms! There's a time & place for everything...

You can also share what is happening in your country if you have a similar situation.

In Serbia, casinos & gambling ads are everywhere... You see it on national television, newspapers, radio, the internet, kids YouTube channels & games for kids, at any time of the day or night. I'm not against it, but it's too much and should be regulated somehow.
