Yep,,, a very valid question because of the instability currently going on in the continent. Nobody asks this about Curacao or Costa Rica because there everything is relatively stable even if government changes but in Eritrea and well, almost majority of the warring countries there, the risk is always that Constitution changes with government and then everything is seized.
Nobody wants to invest in a license from a country which is politically unstable and prone to change its rules in the near future that is true. It would mean there is a tangible risk to lose one's investment on that license.
I also believe it is a little bit weird to have a country where it is ilegal to gamble and bet, but at the same time they are offering gambling licenses in order to profit from an international market which moves billions of dollars...
It is a little bit of hypocritical, if you asked me, they should allow their own citizens to gamble and do whatever they want with their money.
