Who is to blame for this situation? In my opinion, the legislators who created the laws prohibiting gambling are to blame. Where there are strict prohibitions, workarounds will always emerge. If the underground gambling market hadn't been created, children most likely wouldn't have gambled. There's a saying: "Forbidden fruit is sweet." Now that we are on digital era and as early as those kids aware on how to make use of gadgets then they are really that susceptible to everything on which not only limited to gambling but also in other things as well.
These are all matters on parenting because if they were really just that having that monitoring with their kids and totally that prohibiting them on knowing gadgets or having phone on their young age then they would totally be able to avoid these possible gambling involvement. The impact of young children’s involvement in gambling is certainly greater than that on adults, gambling can affect how the brain functions and how a person perceives things especially money and can also sap the motivation to work. I doubt it because i thought they had strict rules put in place against underage gambling and kids in elementary school to be exposed to online gambling with such regulations is questionable. But if this is true then it is quite disappointing that kids at that age would be doing such, you can already imagine how worse it would get when they get older. This is serious if kids are already getting addicted to. We have to address the grass root of the problem. Children if not teenagers spend so much time on their funds on social media. What if they did a trend that encourages gambling as normal. You know kids brain are still developing so they might see it as normal. That can cause it. Actually this incident in South Korea is not isolated one. Rather it is terrible social epidemic in my opinion. News that children aged 10 to 13 are getting involved in online gambling, it makes me shudder!

This is not only alarming. It is time bomb for entire society. There is huge difference between adult's gambling addiction and 10-year-old's addiction. You know such children's brain is still in process of formation. At this age, when the algorithm of online casino or betting app give them continuous dopamine hit then it is very common to lose the natural feeling of joy.

Loot boxes on social media and casino feature hidden behind free to play game are consuming children in such way that they do not think of it as gambling. They think they are just passing level of game. By the time they realize that it is losing real money, they are involved in debt trap or crime.

It is very alarming and should not be ignored.  Government should prioritize banning gambling adds in every social media platform.  At the same time, mobile games should also get inspected to determine whether they are advertising online casino platform especially those that are free-to-play games. I believe this is the reason why kids at an early age engage in gambling activities.  They watch the gambling ads and curiosity triggers. The next thing the parents knew, their kids were already engaged in gambling activities.

Online gambling can not reach elementary school rather it will be those children that is taking it or making it reach elementary school and if this is true I will say the parents of those children aren't really looking at those children very well because if you take good care of your children and keep a close eye on them, there Is no way you won't notice when they started gambling and again you don't have to give them a smart phone to be walkng about. 10 years of age is very tender and a measure should be taken else there will be Tons of addict in that place.

Stop overreacting to every story that you read in the media, these companies require clickbait headlines and views to survive. You'll find some kids figure out a way to start smoking at that age, or drinking, or stealing cars. It states that just 71 kids in that age range were caught doing this out of a total population of 50 million. It's not really a major problem because most kids will not even have access to money at that age or a method to get it online. So we're probably talking about virtual money games, like Zynga poker, which could be called gambling but when no money is at stake then the incentives are so screwed up it's basically worthless. Kids want to grow up fast and will be influenced by adults around them, so are rather creative in getting around blocks, but responsible gambling sites generally do basic identity checks to stop this situation but will never be completely bulletproof. If a parent sets up an account that the kid can access, then the parent should really be taught the lesson.

We are in the golden digital era and you really cannot hide anything from kids anymore. We had this happen many years ago where elementary students were not buying food with money their parents gave them for food rather after school they were playing sport bets. This become a national problem up to the point that the government took action to declare gambling forbidden nation wide and up to this day is forbidden. Children do not gamble anymore but most people do use VPN-s and other tools to access gambling still.

Yes I have seen an elementary school child gambling in my country, this happened in offline casino. Funny enough that the manager didn't even walk him out since he's under age, maybe he was deceived by his height and his stature. Though the guy looks like adult but he's still in elementary school, so what I did was to take him out from there to advice him that he's not supposed to be gambling at this stage, And then he left without saying a word.

Well as for what we can do stop elementary school children from gambling, I don't know of what to do but to tell their parents to keep a close eye on them especially on this aspect of gambling. They should inform them about the risk that is  involved.

It is alarming and both the parents and government are in better positions to control it, the casinos can also do their best to ensure they kicked against underaged gambling.

That’s the point. Although this reminds me of a movie I watched some time ago, some kids wanted to go get liquor at the liquor shop, and since they were still minors, they couldn’t go in themselves, so they had to pay an adult to go get the alcohol for them, so they basically can get alcohol whenever they wanted, even though they were minors and didn’t have the license to buy alcohol. So I’m thinking maybe that could be the case here too, maybe they’ll have someone who helps them make the deposits while they pay them with cash, and the person who makes this deposits may not even know that they’re helping them fund a casino account, or maybe it’s already something that’s been normalized over there.

The situation can be really terrible if it’s not dealt with immediately. Even though the young kids are playing with small amounts, the habit of gambling continuously can definitely have a negative impact on their development, especially on their emotional and psychological aspects. 
We know the effects of gambling addiction on adults, so what if most of the younger generation becomes addicted to gambling? 
The government, parents, and teachers at school need to work together to make changes and prevent bad situations from happening.

The responsibility is on the parent's to watch their kids to know when they begin to show some behaviour of gamblers or better to catch them early before they go deep into gambling so it is not too late to stop them. It is not a good thing that children starts gambling very early, what fun or entertainment are they looking for that they can not get during play date with friends through games or sleepover that is now making them to turn to gambling if thst is the excuse they are giving for gambling.

I think because we do not monitor our children phone that is why this is begining to become common among children that should not be looking for money that way at such a young age. The school's should also involve themselves into this because most habits Children development are gotten when they hangout with their friends in school and they share stories, attention should be given to kids more than we do because they are growing into something different that we might not recognise again if we keep ignoring them.

Issue like this is the reason why the government is fighting for KYC verification by casinos. Children below the age of 18 aren't ment to gamble because of the psychological effects gamble can have on them at that yound age. Adult we get addicted can end up destroying their lives talk more of a child who may not know what's best for him.
