Any transactions attempted on or after these dates, may be held and subject to a compliance review. Restrictions may be applied to the impacted wallet(s) while the review is ongoing and such activity may also constitute a breach of Binance Terms of Use.

Please do not disclose, publish, or otherwise share your wallet address with any third party or platform in a manner that may associate it with the prohibited crypto-asset services providers/platforms. Failure to maintain the confidentiality of your wallet address may lead to dusting attacks or unauthorized account activities.

Is this related to jurisdiction problems or something more than.

This is because of US/EU/UK sanctions and AML rules targeting platforms accused of helping Russia and Iran with money laundering

Reporting on the announcement has tied the August 23 batch to the European Union's 21st sanctions package against Russia, adopted in July 2026, which extended transaction bans to offshore crypto platforms EU authorities say have helped evade sanctions on Russia.

UK sanctions on the "A7" network. The UK's Foreign, Commonwealth and Development Office designated 18 entities and individuals on May 26, 2026, including HTX, EXMO, BitPapa, and Rapira, in an action targeting what it called the A7 network — a group of platforms UK officials have linked to sanctions evasion.

US Treasury action on Iran-linked platforms. The two platforms restricted first, Shelbit and Aban Tether Exchange, have been reported as Iran-based services targeted by the US Treasury's Office of Foreign Assets Control (OFAC) over alleged links to sanctions evasion involving Iran's Islamic Revolutionary Guard Corps.

Which regulatory developments is binance talking about?

Is this related to jurisdiction problems or something more than.

This is more like tied to EU sanctions/regulatory measures concerning Russia related sanctions evasion some of the list are russia based platforms.

Look this list from EU Regulation and Regulation (EU) No 269/2014), they are almost the same on the binance list

Everyone will not completely avoid the use of an exchange, but with this, you still have to be more careful because they are in custody of our aspects, any decision can be taken at any time regarding the exchange rate are using, many will therefore be more strategic by holding their assets on a non-custodial wallet, while some part of it they use for exchange or trade will remain on platform like this, we should also be guided of the kind of coins and tokens we are investing upon, there are so many of them that has more of risk than the benefit is can offer, this is where you will often see exchanges delisting some of them.
