Its a must that they need to adapt the situation to make their country grows, this is the reason why at the first place those who handles the government is knowledgeable already with the event happenings and the current state of the country. Such as they focus with the knowledge, innovation in technology and adaptation if possible because its the benefits of their country and not solely into a person. But one of the biggest problems here is the budget, not most of the countries have the capabilities to have this so this is the reason why some of them left behind.

You have forgotten the most important part.  In development, especially when it comes to technological capabilities, a country must allocate huge fund.  Nothing can be done without funds.  So before conducting any of the choices you stated, the country must prepare a budget for such a technological development program.

After the fund is allocated, it is best to do (3). It is never a bad thing to accumulate knowledge from other countries' research and development.  It can be a reference and can be used as data in developing new technologies.  It also save lots of money and efforts if an available technology can be acquired from other country to develop a better one.

Developed countries will not allow developing countries to obtain their advanced technology because they simply want to remain dependent on it. No one will give you the technology they have developed and spent a lot of money on for you to use; you simply have to seek to obtain it yourself.

True, but this can be discussed between countries.  As long as the offered terms can satisfy the country that has the technology, this technology can be acquired.

Development does not come suddenly, but is the result of systematic efforts and strategies over many years. Therefore, developing countries must start by developing education first and foremost, and care about the future of their children, and send university graduates to study in developed countries and bring back their knowledge.

This is why I said that enough fund must be allocated for the research.  Nothing will happen if the country is stingy and won't allocate enough budget for technological development, just like what happened in my country. There are lots of promising scientist but the government never put enough money to develop the ideas of these promising scientists.

Not just Laziness, people own different biases that's stopping them from giving a shot to the opportunities in their surroundings; age, incompetence, lack of skills, crime, no degree are some biases that most people believe is a barrier in hitting what they should become. These factors run down to millions of people in a nation who deeply call up on it as the reason behind not trying further to create chances of getting a better life from the amenities or jobs made by the government or private individuals in a country.

If you say Age and maybe disability, I’ll take that, but adding lack of skills, incompetence, and what have you to the list is totally unacceptable, because for real, I don’t think there’s anything that stops anyone from going to acquire some skills, be it manual skills or digital skills, In fact, it’s even way more easier to acquire skills these days. Incompetence on the other hand could be fixed by working harder in sharpening your skills.

That’s why whenever I see someone who’s not very old, or disabled begging on the streets, it really breaks my heart because I still cannot wrap my head around why someone like that would end up being a beggar.

Managing people is the hardest work on earth, they're only few leaders in government who are obliged to take care of hundreds of millions of humans in a nation. There'll never be a way all the citizens will get reached out to completely, some wouldn't catch up or get short of opportunities.

No matter how good a leader or government is or no matter how big the resources of a country or state is, the government still can’t reach out to everyone in need, and that I believe shouldn’t even be the target of every government. The goal can’t be to reach out to everybody but rather to create avenues which everyone can have a shot to actually help themselves. There are people that are ordinarily lazy, and even with all the opportunities around, they’ll still be suffering, so the goal is to make availability of opportunities for those who are actually willing to help themselves and that’s the duty of every leader.

Because the whole world is filled with leaders and followers, and no leader has ever led 100% of the people with love, no matter who you are, even if you are the greatest leader ever, it doesn't matter who you are; there will always be people who hate you. Hell, I always give the same example on this: Churchill lost the first-ever elections after the Second World War; the entire nation saw him save them from certain doom, and then elected someone else. So overall, there will always be situations where people will want other leaders, and even if you keep your position, some people will always hate you.

So managing people and getting approval from all of them is not possible, no matter what the job is. You can be a senior developer of 3-4 junior developers, or you could be president of an entire nation; it doesn't matter; not all of the people will love you. This is not some Ted Lasso TV show; you can't be loved by everyone, and to be fair, even there, his wife divorced him.

The politicians are aware of exactly what they need, but the current issue is that they are acting in a different way at the wrong time. I believe that they should be able to do better because things are so bad right now, and there is simply a lot that needs to be done in countries that are still developing and learning. One issue that is affecting developing countries is that their systems are corrupted, which is why most of them are still where they are today. and because some country can not develop there country that is among some of the reasons why some people are leaving the country there is a lot for them to do there own country but no they dont show concern.

The technological development should focus on their people needs and also it should be affordable for their fellow country men then only it will get the recongition to grow bigger.

Perhaps the most important one of them is independence. Today, most developing countries think that they are independent, but they are not. They are still reliant on developing countries for handouts and in a system that is designed to keep them begging.

I believe they do educate their populations, so knowledge is not a problem, but once most of the citizens are done with education, they tend to take their expertise to developed countries where they feel it can be much appreciated.

There can never be a tech revolution when the basic necessities are not put in place. Encouraging the youth to become some Silicon Valley smart tech guru is just laughable because how on earth will that happen when the internet to that will aid them in achieving such smartness costs a fortune to subscribe and don't get me started with electricity. How can they make good use of the tech tools when the light comes and goes every minute. For there to be any progress, they need cheap tools, a constant power supply and affordable internet.

By Grassroots developments and encouraging innovation and creativity with flexible policies. If the government invest in grassroots development by creating more learning and research opportunities to most of the citizens without barriers, this will greatly improve and Develop the country’s technological capabilities.

Flexible policies that will encourage innovation and creativity are also important for the development of technological capabilities because some countries have potential youths that will greatly impact their technological capabilities and advancement if they build in the country but because the policies guiding these practices are not flexible enough, you will see this youth leaving the country to a more conducive environment for their projects. It's not that straightforward. An economy is interlinked. One thing needs to happen for another thing to happen. If education is poor, there will be no technological advancement. If there is poverty, there will be no growth because how do you expect people who just want to get money to take care of themselves to think about inventing anything? That is why there is so much waste of potential in underdeveloped countries.

That is fact but the overall of a National Development is the sound education of the Engineering, Technical and computer students/professions of the citizens. And the second, the country must have the determination to develop themselves because that determination will touch many people and countries. Most specifically African Nations are not yet to develop themselves and they are very happy to depend on other countries to survive. These days it's not enough for countries to depend on their strength. I mean countries shouldn't depend on the natural resources available in their location. Those resources can become obsolete and this will lead to tha collpae of the economy. Immagine if the demand for crude oil and gas drops drastically. Many countries that depend solely oil will go bankrupt. My region was rich in coal many years ago but today that resources is worthless in my area.

Science and technplogy is now the most lucrative resources. Some countries that lack natural resources are still rich because they have developed technnologocal skills. My take is that every country that wants to develop must improve in science and technology. Now most advanced countries are investing in AI while others are still busy depending only on gold.

Technological advnacment will affect all the sectors of a country. Agriculture, education, health, social services of a country will improve if technology keeps advancing.

It might shock you to learn that some countries are not technologically advanced yet they are not in any of the three categories that you mentioned, they are not inwardly innovative to learn their own technology, they are not also learning from technologically advanced countries, they are simply consumer nations. It's not as if these underdeveloped countries don't have intelligent individuals who are very creative to research and learn but their politicians are not interested in technological advancements, they are comfortable with corruption and importing finished products from technologically advanced countries. Many underdeveloped countries don't priotize education and to fund researches, intelligent students and skilled individuals who have the natural talents that it takes turn their countries into technologically advanced nations are not given the right encouragements and incentives to further their research, many of them give up due to lack of fundings.

Why? Because it’s not good to just learn everything on your own, while other countries may already be far ahead. But it’s also not good to rely too much on other countries because you will just keep depending on their technology.

I think the better way is to develop your own technology while also checking what other countries are doing, learn from them and improve it based on what your country needs.

It’s also like in business, sometimes you copy an idea that already works then improve it. After all the main goal of technology is to solve problems, so there is nothing wrong with learning from others, as long as you don’t stop there and you also develop something better.

It's very stupid to learn everything on your own when there is a huge knowledge available around. Why to waste time on inventing a bicycle when it already exists and the concept is clearly available for everyone? What China does, is the best strategy. They copy scientific advancements of other countries and improve it. They aren't as innovative as Western countries but they really make production of techs and other things very cost-effective and also are capable of adding nice features to it.

Developing your own technology is very good but you should also be very advanced into the niche and should heavily invest into it. It's hard to beat the USA in pharmaceuticals or Germany in engineering or Netherlands in ASML.

Technical knowledge requires talent. The government of a country has to provide an opportunity for the talented to flourish. If talent is not valued in a country, that country becomes talentless. As a result of the improvement of the country's education system, it is possible to build an educated nation and this work has to be done by the government. Technical knowledge is more among the educated. If you are more inclined towards acquiring technical knowledge, you should choose it as a profession and develop your talent and use it for the welfare of the country. To discover something new, you have to research it consciously. Not unconsciously. Do not consider yourself more knowledgeable by acquiring knowledge in one subject. There is no fixed limit to learning knowledge for learning every subject. Especially a concerted effort is more effective for developing technical capabilities.

Not trying further is a mindset, all these you listed are excuses that are made up by those that must have something to say even if the opportunity is given to them.
I know that there are skills that requires more money to acquire, but a serious minded person can start from somewhere, there are many skills in which people can get, but without having positive mindset, people can just give up on becoming successful in life,  in becoming who you want to be, you must not despise any little opportunity of getting a skill especially if you're not with a degree, to make yourself sellable, you must know how to solve some problems, to get paid in return.

Technological advancement still remains one of the critical recipe for national development which is why some countries seem to be thriving most in certain areas than others and perhaps that's the reason why some countries are referred to as third world countries but, historically it's has being discovered that some nations were the pioneers in certain discoveries that led to some great inventions by either consciously or unconsciously making the discovery or by learning from other countries which could also be referred to as transfer of technology.
