The technological development should focus on their people needs and also it should be affordable for their fellow country men then only it will get the recongition to grow bigger.

If a country decides to copy from another country's style for the development of their own country they have to be ready to work in line with what the the other countries applied to better their economy and the growth they have they can not copy what they know nothing about.
