I think the better way is to develop your own technology while also checking what other countries are doing, learn from them and improve it based on what your country needs.

​In my point of view the development of a country all comes down to having the right minds, giving the talented the opportunity to prove themselves. Basically in many countries around the world, there are children, youths, and so many more who were born geniuses but because they lack the fundamental tools, they aren't actually noticed by the government. Every nation should have an educated population. Education doesn't necessarily mean college degrees or certifications. I am talking about technological skills. Empowering the people by making them acquire and practice required or highly demanded skills. China was able to use this pattern and transform its economy. The communist government ensured that its large population got the necessary education.

China also developed indigenous technologies. They got many technology knowledge from the US when many Chinese went to American technological schools. They also stole some US technology as they produced cheaper versions of US technology. China also got some technology from Russia, Iran, and North Korea. These countries have been able to develop indigenous technology. Beijing has used these avenues to become the second-best technologically developed nation.

A country without technological skills will be a slave to others. Countries are called developing or underdeveloped because of their inability to technologically compete with others. Nations should develop local technology and also learn from other countries.

I believe option #3 By both (1) and (2) is a default answer especially that it covers for both internal and external solutions.

But option #2 sounds like a shortcut if you ask me, because by reaching out to other countries that have tried & tested the technology and reaching out also means you already know your shortcomings and what you are hoping to achieve, and if done you will certainly leapfrog yourselves to match the technological level of where you went for the technical consultation.

Option #1 will take a long time because alot of experiments will happen, and not forgetting the human resource specialized in these fields will need to be addressed.

Remember the concept of student exchange? perhaps in this case, the development of the quality of community resources also needs to be carried out by adopting a similar concept, namely the exchange of citizens or skilled workers. Provide the opportunity to study the technology, education, industry, and work systems of developed countries. It seems you are just talking about technology in terms of the internet and the vast access to knowledge it brings, but there is so much more that a country needs to be successful. Most people in the world these days have access to the internet, sometimes in it's most basic form like a phone with a built in browser and any apps available, yet it's just one piece of a puzzle. You need infrastructure like roads, sewers and power stations to be functioning reliably if you want businesses to grow. You need legal frameworks and an independent legal system that receives almost no interference from whatever the government in power wants - it must be fair and transparent, this applies to things like patents and trademarks too. Then you need an educated and healthy workforce, with safety protections incrementally improved over time.
