When I saw his second post, I was thinking he might mean people that have 500 verified followers, which also mean the person will have more followers. Those kind of X accounts are earning from X very well and their followers will later increase as they are providing information that their followers want. But X accounts with 500 followers, to have 5 million impressions will be very hard and may not be achievable for most of them.
