Either this is a shilling service paid to shill casinos in bitcointalk forum, or they are spammy bots trying to rank up accounts in membership by getting higher activity record by just posting then later buying some merits. Yes there does exist offers in online marketplaces offering all kinds of stuff in bitcointalk. I guess you know about some of them in other networks. They will get nuked asap if we keep reporting them.
They can buy accounts at high ranks or they can buy merit to rank up, and use such accounts for spamming and shilling but it does not lead to long term safety for their accounts.
Almost all ccounts set for selling are red tagged and it is not that easy to find many accounts st a high rank to buy especially with merit requirement. Instead, they can hire inactive accounts to shilling or create new fresh accounts which are easier to spot. Hopeless methods used by failed projects.
Bought accounts can be known, reported, investigated, and banned or locked for security reasons.
Farmed accounts can be known from merit transaction histories and will be red tagged.
Accounts with spamming posts will become useless if they are no longer allowed to wear avatars and signatures with the latest policy of signature bans. With ban periods like 2 years, it will turn such spam accounts to useless.
This is not always the case. You can't know how many farms are actually running in the forum until they make the first mistake to be noticed by an honest forum member who decide to dedicate his time and efforts to investigate. It is not an easy process by all means. Imo, there is actually an unknown number of users owning an unknown number of accounts.
