I don't think you are getting the actual point the op is talking about, because what you are saying is obviously off point to what the op is talking about. He was saying that the English premier league is now like the NBA where all top basketball players want to go, because as it stands now, almost all players in europe major league just want to come to the English premier league, mostly because of how competitive it is, and the financial benefits those that makes the move enjoys.

It's seem you started watching the premier league in 2006. Based on the names you listed above,  premier league has also been the best league in the world,  the weekly wages  and competitiveness attract players into the league. 

For any club to succeed in the league you have to spend to buy players , clubs and players hardly reject offers from.the premier league clubs,  regardless of the level they're in the league,  all rhe clubs are rich because it attract good sponsors too, that's why you see players moving to England to play ball, we're used to this, have been watching the league for a long time. I want to point out a little error in your post and that is the fact that the English Premier League is not the dream of every player in terms of prestige, this is completely false. For money, you may be making sense because some of the English clubs pay decent amount of money to their players but when it comes to prestige, I think the Spanish La Liga is where you find it. Till tomorrow, any player that did not play for either Real Madrid or Barcelona will still feel incomplete. Check most of the major players that ever graced this earth, they always dream to play in either club for the prestige and that have not changed even till date. If you are in doubt, tell me one great star that do not aspire to play for either club.

I feel strange you talk about this. There has always been two kind of football players.

1. A player who play football to fullfill their passion.
2. A player who play football for the financial reason.

In your example, you took Tonalli, which is money oriented player. It's fine for him to face a downgrade from playing for Newcastle to Spurs in compensation, his salary gets doubled than what he received at Liverpool.

Beside that the financial gap in the leagues also matter.

Look at that the money won by Intermilan by winning serie a was nothing compared to the money that would be received by Hull City for their promotion to EPL. The financial settle owned by most of EPL clubs make any of football players wanna go there even if they will be ended in mid - low tier club.

However, I also want to give my opinion here. Football player transfers involve 3 parties, clubs, players, and agents. All things need to be aligned as one to make the transfer happen. Players can't just choose where they want to go. Players are only able to move to clubs that send them offers. Agents also play crucial roles here in influencing transfers. They are usually the ones who find clubs for the players, process the deals, etc. Some transfers could fail just because the player thinks the deal is not what he expected, or what he will get is not good enough after tax and the agent's commission. Some others simply move to other clubs just because that club is one of their favorite clubs since they were young, or their favorite player played there before.

Also, I think you are generalizing player transfers in the EPL here. Because there are also other players who move to Saudi Arabia from the EPL even when they still look good enough for European competitions, like Joao Felix, Sadio Mane, N'Golo Kante, Ruben Neves, Darwin Nunez, Ollie Watkins, Ivan Toney, and many more since the influence of Cristiano Ronaldo in the Saudi Pro League. I mean, the EPL may be the most popular league in the world, but I think saying the EPL like the goal of players is not quite right. This generates appeal: the more people watch the Premier League, the more broadcasters earn and the more they invest, generating even more substantial TV rights! It effectively becomes a vicious circle.
But that’s not all! Almost all the teams have invested in their own stadiums. These stadiums are a real source of revenue, not just for hosting home matches, but also for hosting other events and generating massive revenues all year round.

Now let’s take Milan or Inter, for example – excellent Serie A clubs that are still tied to Milan’s municipal stadium, San Siro. Does San Siro generate profits? Yes, but in the end, it could really be how much they are going to earn, and they chooses the biggest paycheck. It's understandable why athletes will do that, they want to get paid higher because it's sports you don't know what the future holds.

I think your comparison with NBA doesn't quite fit here.

You know even mid table clubs in Premier League have ability to offer elite wages and competitive squad.

So, it would be wrong to say that Tonali's move from Newcastle to Tottenham was just because of more money. Coach Roberto De Zerbi told him directly that he would rebuild his team around Tonali. So his decision here was more of a combination of money + manager + football project + personal preference. Not just only more money.

All these draws to the conclusion that money is one of the major component pushing almost all these quality players to the English premier league, because as it stands now, almost all footballers will jump to the opportunity of playing in the English premier league, even though they are playing at another top european team.

You just said it all, and that's the reality. We saw Rodri leaving to Barcelona recently. That was a move from EPL to Laliga. Gabriel Jesus also left Arsenal to Barcelona, still the same Spain. And I believe there are lots of them yet to be mentioned. The premier league is a big league and surely, it will always attract players. When we add the handsomest payment too, offers from there becomes even more juicy. But I see it as individual interest. If you aren't interested in going to England as a top player, you wouldn't. We saw Julian Alvarez rejected a potential move to the EPL champions Arsenal just recently, standing on his wish that he would love to play for Barcelona.

So while the EPL attracts players, other leagues also attracts too. It's all depends on the players interest, the intrest of the club that wants your service and most importantly, your current contract date and the when it expires. So many is involved, not just the EPL.
