I don't think there's been a time ELECTRUM has ever been an unsafe wallet. The only thing is at some point just like any other software there could be flaws that may be exploitable but most times you don't have to worry since an open source community like Electrum notices ande is able to fix the flaws quickly.
Exactly there has no been any Period electrum has been actually considered unsafe for use. Even for bad bugs I think the only I have seen or read about for electrum is the
Pop up message which was a false message send/displayed when you connect to a rogue electrum server. The messed pop up after broadcasting a transaction asking for electrum app update but the link to the wallet was Fake and still got some people as it stole their seed phrase.
This particular bug teaches something which is to always verify the electrum wallet PGP keys to confirm if it’s the original wallet or not, but aside this I don’t think there have been any bug like this that lure victims into downloading Fake electrum wallet. So if OP is downloading an electrum wallet, it should also be verified too.
