How has majority took the votes?

At first I would want to apologize if this topic is being raised in our local section, I am outrightly trying to get something straight from this entire community as big as the Official bitcointalk.org site.

Why does people do somethings or implementing things on the community in form of trying to restricts some people base on they notice they are doing the right because they do not have specific knowledge or doesn't include on their technical discussions or whatever is not dumb.

Why not the community introduce a pool where they would be allowed to cast their votes and when the majority took the vote they may decide to implement it but, this days they implement without hearing from the mind of the community if that is right or not.

Since we do not have technical or meta sections we could handle this here or mod can move it to the right board.
