This is what I think:

There are advocates on both sides: some want a total ban, while others argue that with a ban, people will continue to gamble "illegally"
A country that people accept gambling already, the government should not deceive themselves by banning gambling in such country because the people in the country will continue to find ways to gamble.

What I only see is that the legal gambling sites that are paying taxes, the government will not be able to continuing collecting the taxes, but Brazilians will continue to gamble.
I've heard that Brazil is one of the countries with the highest number of gamblers so it won't be easy to deprive them of gambling, I believe that serious gamblers in that country will always find ways to gamble illegally, so it's better to tighten their regulations instead of outright ban. Brazil is a top football loving country and to deprive bettors to stake their games wouldn't be an easy task, I also wonder what could warrant the government to take such a drastic measure but whatever it is I doubt that a total ban or severe restrictions are the solutions. The issue of licencing gambling platforms and later restricting and banning their services is not fair.

It's indeed going to be a bigger mess than what's anticipated, the legal tussle and all that from sponsors. Brazil is a sporting nation. How does she even think she will survive without betting? There can't be sporting activities without betting. It can be hidden from public eyes, but it surely must be there. Even in the most conservative countries with religious intolerance, we can't for sure rule out betting let alone a fun seeking and loving country like Brazil. I see all the ban thing as noise. It will die off.

BTW, what's this with bans on gambling springing up here and there? It's like countries are done with bans on cryptos and have now moved over to gambling sites 🙊

Whether they ban sports betting or online gambling, the honest truth is that real gamblers will always find their way out, they will bet in different offshore casinos using VPN and will bear what ever risk come alongside their decision, but the government will also lose because they won't collect tax from those online betting platforms that her citizens will he using heavily. In my opinion, I'd say they should reconsider such decision of banning sports betting, if a lot of people are actually facing some betting problems there, there's other ways to remedy the situation instead of banning gambling.

I cannot help but wonder whether these uncertain and weird measures have something to do with Lula Da Silva and his personal way or thinking when it comes to gambling and politics.
During the presidency of Bolsonaro, I don't recall there was such a huge mess when it came to gambling, licensing and regulation there in Brazil.

Those companies which paid in order to operate legally would sue the federal government of Brazil for trying to ban a service which they paid to offer under the rule of law. It does not make any sense at all if you think about it with a cold mind...

Perhaps Brazil just needs to adopt gambling systems and regulations from other foreign countries which have already solved these kind of issues.

From what I have read about the news, Brazil is planning measures to curb gambling addiction. Many people in the country are facing economic hardship due to problematic gambling habits, so the government intends to address these issues. I believe the government faces a dilemma: on one hand, the state derives significant revenue from gambling, yet on the other, it faces pressure to deal with the problems affecting its citizens.

In my view, Brazil should first adopt an educational approach to inform the public about the risks, and consequences of irresponsible gambling. If there is no subsequent decline in addiction issues, only then might they be forced to resort to more coercive measures.

Furthermore, I do not believe a total ban on gambling is the solution for a country facing a gambling addiction crisis. Comprehensive education is needed to prevent these issues, or to tackle the problems already in play. After all, wouldn't a ban simply drive gambling underground ?

It's funny how countries do things and don't really put things into consideration. You want to ban something that brings an additional income into the economy. What happens to regulating it. If you're scared of people getting addicted, then you will need strong regulations. Banning it will make people do it illegally and from everyday news, illegal things tends to make the most money.

If we are talking about sports betting, I doubt it can be banned... I mean, they can try it, but it's impossible. It will just boost illegal markets...

But the reality is that there is extreme uncertainty for those who invest in Brazil, and that the government can change its mind at any moment and simply overhaul all the rules overnight.

Thinking about Brazil banning football is like thinking about goats not going to the mountains, it would be so unbelievable that you would almost think that it was April Fool's Day.

They recently had an important meeting of the BRICS, maybe it had something to do with it? I do not know the position that these countries have with respect to betting. They also have elections soon if I am not mistaken, there may also be electoral reasons for the decision.

Personally I think any kind of betting ban is a step backwards, but I live in Europe, I guess it's logical for me to see it that way.

Does that mean they will not temper any physical casino if their target is only to focus on online casinos, I really do not understand what they tends to achieve with this sudden change of mind but I tell you it is not going to end well because lots of persons who are already fully into online casinos will not accept this anytime soon, uncertainties like this is the reason we have people gambling illegal gambling and the reason some persons travel to other countries to do illegal gambling, here few days ago there was this discussion on how some persons were arrested in another country for illegal gambling business, now with things like this why will an affected  person not practice such act.
I don't understand what the Brazilian government really wants because they really want to reduce addiction or there is some other reason behind it. The Brazilian government has taken a lot of money from the casinos that they have licensed, but I don't know the main secret of making such a decision. It is never possible to completely control gambling through such a process or decision-making, in general, those who are already addicted to gambling or gamble regularly cannot stop gambling in any way, they will gamble in any way, but people may be less interested in gambling again because they will face legally problems.

The Brazilian government can't ban online gambling, my country tried to ban online gambling at a point but that was meet with heavy restrictions and even criticism.
  Most countries that has a ban on online gambling mostly dies it due to religious reasons and the Brazilians are heavy on gambling and if the government values their citizens they won't place any ban on it.
The Brazilian government rather can make rules to govern online gambling. You can't tell me a sector that also brings in profits as tax to the government and one which the citizens participate in will be easy to ban.

These decisions of Brazil are not standard. Because the government cannot easily change its laws. Since the licensing agreement has been passed for 5 years. I do not think this would be easy on them because most of the country revenue are mostly coming from gambling industries because it is a major source of income, now there are some certain things that could be either planning. From what I observed, since you said they almost charges about 30 million reais for issuing gambling license for just a duration of 5 years. I have seen that almost this gambling platforms are raising those money with Even a body shake, they believe it was too small for those gambling sites. Hence, they would have to put storm over there to make them shake their body they would have to announce and carry out a news about them banning gambling, of course this would drag their attention to come for alignment and negotiations in other not to ban, from then they could tax them higher and also increases operational license fee, since they believe that gambling sites are really making money from their country.

Gambling ban is a threat used commonly by the government authorities, many times we’ve come across gambling ban with different countries and it happens the Brazil government wants to implement same rule.
What exactly is the purpose of online gambling ban? Many will say prevent gambling addiction, if the government is thoughtful enough they would’ve focus on other problem not just online gambling.
This is really bad, after extracting money from these companies now the government feel the need to ban online gambling, well everyone knows the risk of illegal casino and definitely Brazil might start recording high number of illegal casinos if the ban eventually takes place obviously gamblers will like to bypass government policy while trying to look for a means to gamble.

The Brazilian government is preparing a provisional measure to ban online gaming and restrict sports betting
It’s interesting that this comes not long after Brazil collected a lot of money from company licenses

In late 2024, the government began receiving the funds to issue the licenses, and the companies operated here legally,  each company had to pay 30 million reais for a 5-year license
It is estimated that the government received 12.2 billion reais (which is roughly $2.14 billion) plus 12% of the companies revenue
I remember reading about this. So, what's gonna happen if the country decided to ban online gambling in the country? Will the casino owners/investors who had to pay that fee to get a license in order to operate their casino legally get a refund? Also, I think it's ridiculous that they are preparing a provisional measure to ban online gambling after making online casinos pay for a license to operate in the country.

I've heard that Brazil is one of the countries with the highest number of gamblers so it won't be easy to deprive them of gambling, I believe that serious gamblers in that country will always find ways to gamble illegally, so it's better to tighten their regulations instead of outright ban. Brazil is a top football loving country and to deprive bettors to stake their games wouldn't be an easy task, I also wonder what could warrant the government to take such a drastic measure but whatever it is I doubt that a total ban or severe restrictions are the solutions. The issue of licencing gambling platforms and later restricting and banning their services is not fair.

I read that the government are concerned about individual debts as a result of gambling which in my opinion, that's a valid one right there. It's only a government that care about there citizens will want to do anything to protect them but there are other ways to control this.  Banning people online from gambling will only make it inconvenient for other people that does gambling and they are not in any form of debt, maybe the government have to make some limitations of deposits to casinos than banning.

The issue of unlicensed casino is there responsibility and not to be used against innocent people that want to gamble and have some fun. There are many places where gambling activities are much larger than that of Brazil and I don't think they have considered to ban gambling because there is increase in online gambling. The should make necessary law enforcement to crack down any company that is not compliant with their requests, simple!

I believe it's better for a state to have bad, but unchanging laws than the kind of uncertainty and confusion that exists in Brazil. 🙋

If the laws are bad, sooner or later people and organizations will adapt to them. Subordinate regulations, judicial precedents, and ultimately, customs and traditions will emerge. People and organizations absolutely need stable rules of the game. This is essential for development.

This can be explained another way... From the perspective of cybernetics... 💁 Any society can be imagined as a cybernetic system. If a system has clear, unchanging rules, then it will inevitably find a point of equilibrium. At this point, all individuals will be able to realize their interests (maybe not completely, but they will be able to).

As far as I understand, after the completion of the mass licensing procedure for online casinos and bookmakers, the Brazilian gambling industry has indeed found a point of equilibrium. The state's interests in terms of budget revenues are protected.  The interests of online casinos and bookmakers are protected. The interests of players are protected. It would seem that complete harmony has been achieved!

However, it seems that greedy Brazilian officials love to create problems only to heroically solve them later. Incidentally, I wouldn't be at all surprised if it turns out that Brazilian officials themselves are the ones organizing new underground casinos that will replace licensed casinos. I don't want to blame anyone, but, I repeat, I wouldn't be at all surprised if this is how it turns out. 🤔

Banning sports betting or completely is fine but if they try to break the sponsorship deals then the government will be affected because brand brings revenue to the government to be honest and if they make an issue for their invested money then they will make them pay in the other way.
From the OP, it's clear that they aren't banning sportbet due to the sponsorship deals they had with the government. They're only going to make sportbet stricter than before.

Will I say that Brazil government is doing what will affect them later because you cannot stop gamblers from gambling even if you ban gambling activities in the country. They should think twice on their decision on banning online gambling.

The gambling market is getting bigger than their expected and with the presence of predictions market that requires a lot of regulation since it dealt with as part of trading market like stock which have to go through regulations, and also some other form of bettings, and games that made a lot of difference, the Brazilian government will definitely be doing a lot of legislative adjustments and proposals that seeks to alter the current market law's, let see how the ban idae can scale through the general debate because of the multiple infractions along the line
