But the reality is that there is extreme uncertainty for those who invest in Brazil, and that the government can change its mind at any moment and simply overhaul all the rules overnight

The pros and cons will certainly occur when talking about gambling but here it seems that the Brazilian government wants to show that they are still pro against banning gambling but on the other hand want to reap the benefits of gambling Cheesy whereas double standards like this only show stupidity because when they are in the gray zone between the pros and cons it actually makes them labeled as less competent government.

In the end with the conditions that occur will certainly bring up several things including the rampant illegal gambling and gambling investors who will lose interest in being in this country considering that it will be difficult to be forced because of uncertainty about the legality problems that occur for gambling.
There must be sacrifices that must be made because when gambling is made illegal then they must be prepared to lose the source of money from gambling but if it becomes legal then even though there are advantages in gambling but there will be some citizens who will be cons here. But this is much better than being in a gray zone with existing legality.

To me regulation of gambling activities by the government remains the best remedy, you can’t completely stop gambling not even if you ban it, there are certain addictive habits that no matter how the government should try they can’t stop, the more they try to stop it is the more the victims of such habits would find other more tricky ways to continue in their addiction, banning gambling will invariably make a huge number of the Brazilian population to find other ways to satisfy their urge and before you know it they might go into crime or other dubious activities.

Take certain hard drugs for example, most country government are banning them but are they completely eradicated? Sometimes the victims of such addictions still deploy means to continue in such addictions, if gamblers don’t use online casino for gambling activities because of such bans they will still find other means to gamble, so i always prefer that there are laws to checkmate the excesses of gambling activities rather than completely banning it.

It just makes the government look sketchy. Since gambling sites are a major source of external investment and sponsorship in sports, I don't see why they would be advocating for a ban. A complete ban isn't ideal, there should be other ways to address the issues without going that far. Honestly, gambling itself isn't the cause of the harm, but rather how some people use it. The government should focus on regulating gambling instead of completely banning it, because a ban could create room for more illegal gambling in the country. Investors also have a lot to lose, so they wouldn't want to walk away that easily.I just feel the government may have another demand they want to push on these betting sites, and this could be a way to make that happen more easily.

The Brazilian government is preparing a provisional measure to ban online gaming and restrict sports betting
It’s interesting that this comes not long after Brazil collected a lot of money from company licenses

In late 2024, the government began receiving the funds to issue the licenses, and the companies operated here legally,  each company had to pay 30 million reais for a 5-year license
It is estimated that the government received 12.2 billion reais (which is roughly $2.14 billion) plus 12% of the companies revenue
This is a legal scam, it is crazy to me that there is no accountability for decisions like that. There should be courts that can put the politicians that make this kind of changes into prison and force them to pay hefty fines.

There are advocates on both sides: some want a total ban, while others argue that with a ban, people will continue to gamble "illegally"
The side that claims that people will continue to gamble are correct, studies and data on this topic confirm this. Gambling should be made legal, but it should be properly regulated so that it does not intrude into every day life and even more that of children. We have now a problem that gambling ads are everywhere, gambling is being pushed in many places and many things have functionality that is similar to gambling. Proper regulations and good education will keep the problem under control, making it illegal will not stop it.

But the reality is that there is extreme uncertainty for those who invest in Brazil, and that the government can change its mind at any moment and simply overhaul all the rules overnight

This will have very big negative effects on Brazil in the long term, way beyond the current government. Investors do not like uncertainty like this and they do not like being scammed from their money by big overturns like this. This law must be stopped.

I guess it's just political propaganda due to 2026 being an electoral year. There are many people in Brazil who are against gambling and want it to be forbidden by the government, so politicians interested in such votes start claiming they are going to propose a bill or support a bill which restricts gambling. This way, they earn the sympathy of many potential voters.

And once the time to pass a bill comes, politicians make an agreement among themselves which is good for both sides, meaning some restrictions are created (probably more taxes) to justify past promises, at same time gambling isn't completely banned.

It seems to me that these are political matters that the government can't take a single decision on. Therefore, instead of demanding the complete elimination of gambling, the government should focus more on how to reduce the social harm of gambling and that should be the center of policymaking.

If the government can collect money from businessmen through taxes, then it should develop a specific and orderly legal framework so that a balance is maintained between business and the law and order system of society by adhering to the principles given by the government.

However, to verify its effectiveness, it is necessary to consider the addiction rate, the spread of illegal gambling, crime, public health and tax or revenue results.

I agree that a state’s income and expenditure must be balanced in order to analyse whether this type of addiction has a negative impact on the state’s coffers; however, a study carried out at the start of the last century during the American Prohibition era showed that banning something has the opposite effect. Whereas, by legalising and regulating it, its use decreases, this was proven in America with alcohol. In Brazil, the problem is that in areas such as the favelas, there are all sorts of illegal gambling activities not controlled by the state, and it is these that should be targeted, rather than gambling in general.

Brazil is one of the countries that has the most successful sports activities around the world, so I least expected this coming from them; however, government regulation cannot be predicted as to when it will be effective against us at any time. What do you think guys?
I am not from Brazil and I haven't been there before but if you ask me, I will say the plan isn't that fair and this might causes unnecessary panic amoung gamblers. However, i wouldn't know what triggered this or what's their actual reasons for coming up with this development, but I'm sure this is going to tell significantly towards their economic, and I don't think if they even thought of this before coming up with such idea. But all I'm sure of is that, gamblers will always find their way around every situation like this and the government will be the one to lose.  Thus, this looks like another way of encouraging illigal gambling because there is no way gamblers wouldn't gamble, for sure they must look for other alternatives.

The government is not trying to ban gambling completely, they want to crack down online gambling activities, they want to reduce the rate at which people gamble online. I think the government must have seen increased in online gambling activities and it must be affecting them. I don't completely agree with what the government is trying to do but you can't blame the government for trying to be proactive when many people are dealing with gambling addiction.

Gambling is a billion dollar business, you can see that even here new casinos pop out every day because they want to join the business, they want to make money because they know very well that people gamble everyday, they lose more than they win, from the report most of them are on debt. The people that are making money from gambling are few. As much as we will want to blame casino, the people are not helping at all.

Reducing the rate that people gamble online isn't the same as banning gambling completely, I do not believe that the Brazil government want to ban gambling in the country completely.

This gambling problem also has not much to do with country situation, because even countries with good economy are still full of gamblers, it is something that no one will be able to stop in today's world.

I will wait and see if the Brazilian government want gambling gone or just limit the rate, still even if there government provides alot of jobs for its citizens they will still choose to gamble, there are other methods they can put in place to make people realise that they are gambling using the wrong strategy.

I am aware that in countries with a high muslim population, the clamour for a gambling ban is high. Politicians also take advantage of that during elections. In Brazil, Christianity is the popular religion, and there are no strict commandment in the Bible that forbids gambling. Since I don't know the public perception of gambling, I can't make any conclusion yet.

The government should be willing to compensate these gambling companies since some of them paid heavily to secure a license to operate in the country. I also hope they have alternative sources of income to make up for the revenue the gambling industry generates for Brazil.

I don't understand why an adult human wants to be restricted by someone else and follow their rules? Why don't people like freedom and freedom of choice?

Total ban will be very stupid and honestly, any kind of ban is stupid. How are they gonna restrict people from gambling online? Will they ban VPNs and cryptocurrencies too? People will gamble anyway and what will happen is that the government will lose a solid amount of profit.
Those who really think that ban is gonna stop someone from gambling or it's gonna lessen the harm, they are hugely mistaken. The priority shouldn't be ban, the priority should be to make people sure realize that they can't beat the casino and honestly, people gamble for profit because the economy of their country sucks, so maybe you better improve the economy of the country.

The Brazilian government is preparing a provisional measure to ban online gaming and restrict sports betting
It’s interesting that this comes not long after Brazil collected a lot of money from company licenses
If this is a temporary measure, could it be linked to preparations for stricter regulation of the industry (such as the drafting of legislation)?

In late 2024, the government began receiving the funds to issue the licenses, and the companies operated here legally,  each company had to pay 30 million reais for a 5-year license
It is estimated that the government received 12.2 billion reais (which is roughly $2.14 billion) plus 12% of the companies revenue
So, the companies paid for a 5-year license, yet the regulator is putting their operations on hold (temporarily?)? Oh, those regulators: they demand that others fulfill (imposed) obligations, yet fail to adhere to them themselves.

Business "loves" clear rules. Any uncertainty or shift in the regulator's stance, flipping from permission to prohibition, simply drives businesses to other jurisdictions, resulting in lost revenue for the regulator.

The solution is to create transparent conditions for business rather than imposing bans; no prohibition can stop people from gambling- it merely pushes the industry into a grey market, causing the regulator to lose out on tax revenue once again.

From what you explained, it seems like the Brazilian government is so shameless because before, they were happily taking money from gambling operators and basically rolling out the red carpet for them. But suddenly, they turned around on the regulations they made and started strictly limiting the operations of these gambling operators after so much money had already been poured in. If that isn't shameless, I don't know what is.

But from what I've read, this regulatory change is full of political elements, because their elections are coming up soon, and the president wants to win people's sympathy since the opposition keeps spinning the narrative that the president supports the gambling industry. That said, changing the rules this easily will only make investors more cautious about putting money there, because they may start worrying that the rules could change again after they've already committed significant capital.

If the government does indeed go down this path, it is estimated that it will have to refund a significant portion of the license fees to the companies, which currently total 30 million reais over five years, proportional to the duration, in addition to some other forms of compensation

The current president, who is running for reelection this year, has recently fallen behind in the polls and is taking certain measures, obviously with the intention of winning votes and turning the situation around

As per my own research it's not the government that came up with the idea of placing ban on gambling, it's the workers party if Brazil, they submitted the proposal to ban online gambling to the Congress and I'm sure that it's not even approved yet.

I think someone from Brazil can explain this even better, there is some form of exploitation going on with Brazilians that are into gambling, some government officials are also into exploitations through gambling.

I think it's just too noticeable how gambling is damaging the health of the people in the country, some are drained to the core and others have lost their homes, some are been battling mental health issues right now because of exposure to gambling.

It's still in talk, they are trying to decide maybe they should just get rid of gambling completely or they should regulate it so that there won't be many bet platforms in Brazil.

Brazil is one of the countries that has the most successful sports activities around the world, so I least expected this coming from them; however, government regulation cannot be predicted as to when it will be effective against us at any time. I also expected that they should force a kick against the prediction market instead of gambling, but not this time, when many are benefiting with divers opportunity from gambling as entertainment, and they are making a ban to restrict online sports betting.

If there is something to learn from this, it is how it pretty much does not matter how much of a football tradition a country may have, like in the case of Brazil, the government of that country have very different plans when comes to the availability of betting and gambling platforms for the regular people.
It would be equivalent of the government of Nevada in the United States suddenly realizing they can to end gambling regulation and outlaw casinos. Even though their entire state live off gambling tourism, specially in the Clark county, where Las Vegas is.

The government of Brazil seems to be pretty separated from the betting tradition on Brazilians and also from the interest of casino operators.

Banning a registered gambling sites will be one of the worst mistake the Brazilian government will make. Why should the government limit the money people will use to gamble like they are children? People should learn their lessons that gambling can not be used in making money and they should not be greedily look for money through gambling.

There are many options available for the government to adopt, banning gambling cannot be the only option available. This is a government we learnt just made alot of money from granting licenses to people, it will be unfair for them to suddenly move for gambling to be banned for whatever reason.

Since they are making money from these casinos, they should also have centers where those battling gambling problems can go get help.
Sensitisation programs should be taken seriously, especially among young gamblers and underage. They can tighten their regulations. These  are all options 

Whether the government likes it or not, if they ban gambling in the country, the citizens who are already gamblers, will gamble illegally.
