Day before yesterday I had posted that the petroleum prices are increasing day by day in my country and this is insane. Now the government has made a relief plan for the vehicles from 70cc to 800cc. The prime minister posted earlier to send your National identity card to 9771 with the registration number of your vehicle and the concern person will get a relief of 100 rupees per litre. Bikes are allowed to put 20 litres of petrol while the 800cc cars and below are allowed to put 30 litre petrol per month with government relief package.

But one thing that bother me is that this package will bring the corruption to its peak. Let me explain that how..I use to work in UAE in 2016 in a hotel where the customers who had PLATINUM card and CLC and I forgot the rest used to get 10 percent and 20 percent discount respectively. The advantage was there for the customers but the loss for the company was triple because the cashier used to put 3-4 bills in one platinum card discount and he used to put the rest of the money in his pocket. For example 2 random customers came to the restaurant with no discount cards. And there bill is 200 AED, 100 AED each.. they are charged and left, still he used to wait for the customer with discount card. Later on he was fired for this act.You should read my statement if you don't get it.

New bikes in here usually put 10 litres of petrol average. What will happen to the rest 10 litres?
Do you think this decision taken by our government is appropriate?

This is only for the people of Pakistan and it is not very appropriate to talk about the oil situation in our country like this. But all this is linked to the war between Iran and America, so we can start from here. The relief that has been given is not very good because it will be given only when someone buys more than 5 liters of oil. Although the situation in Pakistan regarding oil has become quite critical because this war has caused a lot of damage to Pakistan, if Pakistan continues to go through such conditions, then in the coming time Pakistan's economy will go down a lot. Giving this relief is not very useful because it is currently being applied only in Islamabad, if it is applied in the whole of Pakistan, then it is useful.

I couldn't understand your explanation about corruption in your place of work using Platinum cards. But I am aware that corrupt people would always want to take advantage of the goodwill of the government or other organisations. If the society is corrupt, there will always be means to steal from this relief package, regardless of how the government tries to make it transparent.

Having said that, I want to appreciate the government of your country for coming up with this idea to help the masses. The process of disbursing this relief package might have some lapses, but I am sure the people of your country will still benefit from it. At these trying times, the people need all the assistance they can get from the government.

My suggestion is that the government should have considered paying a certain amount to every household. This is because it would be easier to defraud the system through this fuel distribution scheme. Monitoring how the fuel will be disbursed will be very complex.

The explanation is simple, The hotel gives discount to people having platinum cards, lets say 20%, then the cashier takes advantage of it in this way, if someone that doesn't have a platinum card comes to make payments, they charge don't charge their cards in the company account, instead they take a hold of the money, then wait for the person that has platinum cards and add the bill of the other person(who doesn't have the discounted card) in it to get the 20% discount from it for himself, then find a way of refunding the person with platinum card the 80% of the funds from the person who doesn't have the discount card and keeps the 20% for himself.

I would not actually say this is the best solution, but it is an effort and should be commended, I just hope it is not hijacked much, because it must be hijacked to some extent by the custodians. There must be a way to cut around corners

This is the worst, money is easier to hijack, there is no guarantee that even half of what is released by the government gets to those intended. It is a third world country, they may not have the accurate data of all beneficiaries to either effectively disburse or validate they received the funds.

Such a system does not exist in our country. It is limited to Pakistan only, so Pakistani people will know about it well, you should have posted about it in the local section.

Since the government is giving subsidy, it will definitely benefit you temporarily. But is it applicable to everyone? Or is it limited to the lower and middle class?
Anyway, 20 liters allocated per month for a bike? Or all the time? If it is based on month then a bike can cost 20 liters or more per month.

I think the issue is not really what will happen to the remaining liters because the 20 liters is only the maximum relief allowed per month. The bigger issue is how strict the verification will be at the station so the subsidy will not be abused.

I checked the official government information about the program, and apparently the pump operator will verify the token through a dedicated mobile app. If that system is used properly, it should help make sure that government funds are really going to the intended beneficiaries. For me, this is a good idea from the government, but if it is not implemented properly, it could easily create another problem. Instead of helping people, it might just open opportunities for corruption where some officials or establishments could take advantage of the system and pocket easy money.

I may not be a Pakistani, but I have learnt from this topic.

key take away from the topic is that the government is finding a solution to petrol prices for every citizen. And somehow, there is an advantage for citizens using motorcycles since the bikes can only consume 10 litres in a day, leaving 10 litres left for price reduction. I am very sure many will abuse the 10 litres. The government has to set a standard that each user should have a discount on a certain number of litres, not based on the vehicles they own. That way, each person is restricted to only that discount.

I am just wondering, how much is the fuel price per litre in your country?

I think the best way to avoid your concern of corruption is for the government to ease the taxes on the fuel instead of just putting deductions on a few litres, which to me seems to even be very complicated. I am very certain the tax on oil is massive, and if they are really concerned about the citizens, then a tax relief is the way to go.

At the same time, they should encourage people to purchase electric or hybrid vehicles.

Similar steps were taken by the government a few months back when petrol prices were getting higher. This whole scenario is happening in Pakistan and I think it is a good step by the government to give subsidy to the people who are riding bikes and those who are depending on small vehicles for their daily work. Although the limit is not quite high, the relief amount that they are providing, even if it is just 100 rupees per liter, is still good and is giving people room to breathe in this inflation. Whenever the government gives subsidy, there is always the possibility of manipulation, fraud and the misuse and the concern you have shown about corruption is quite valid, as it has happened in the past.
The worrying point over here is that if the government is giving subsidy on 20 l of petrol and a person uses 10 liters and then they are left with 10 liters unused, that gives margin to someone else to claim it through fraud. The subsidy scheme is okay, but its success depends on strict digital tracking and proper audits at the petrol station. So that the relief is used by the ordinary people in the right way and they get the full benefit.
