CFTC’s New Rules for Crypto
https://www.wsj.com/opinion/cftcs-new-rules-for-crypto-a1314e87

Crypto Headlines AI:
"The regulator is launching two new frameworks: Regulation Crypto Asset Transactions (CTX) and Regulation Crypto Asset Markets (CAM).

▪️ The new rules will establish requirements for CFTC-registered exchanges that offer crypto-asset trading.

▪️ BTC, ETH, SOL, XLM, XTZ, and XRP are classified as "digital commodities" (rather than securities) and fall under CFTC jurisdiction.

▪️ The new rules will not mandate that crypto assets be traded exclusively on CFTC-regulated platforms; such a requirement would necessitate separate legislation from Congress.

▪️ Instead, the CFTC is creating a distinct federal framework for crypto exchanges that choose to operate under a unified regulatory system. CFTC-registered crypto exchanges will be able to officially offer retail clients margin trading, leverage, and financed transactions within the scope of federal regulation.

▪️ These exchanges will be subject to federal requirements regarding the protection of client funds, the prevention of market manipulation and conflicts of interest, and the assurance of transparent trading."

OCC Advances U.S. Digital Asset Leadership with Final Rule to Implement GENIUS Act
https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92.html

WASHINGTON—The Office of the Comptroller of the Currency (OCC) today announced a final rule to implement the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act.

“The GENIUS Act marks a watershed moment in American finance, further cementing the United States as the crypto capital of the world. Just as President Abraham Lincoln’s National Currency Act of 1863 established a national framework for bank-issued currency, the GENIUS Act establishes a federal framework for payment stablecoins in the digital age,” said U.S. Secretary of the Treasury Scott Bessent. “The OCC’s final rule carries that landmark legislation forward, providing a clear, practical foundation for private-sector innovation, competition, and American leadership in digital assets.”

“Today’s final rule advances President Trump and Secretary Bessent’s vision for American leadership in digital assets,” said Comptroller of the Currency Jonathan V. Gould. “We are providing a clear, practical framework for payment stablecoin innovation, with strong standards for reserve backing, redemption, and risk management. The OCC is drawing on its longstanding supervisory expertise to support responsible growth and innovation for this new industry.”
