I have come to understand that most government deviates from there constitutional duties as a government and goes at it pleases then without being questioned because the citizens at time do not know the primary purpose of government in every country, to start i will be pleased to outline some primary duties enshrined in the constitution.
Below are some of the primary purpose of every government. At first I will mention protection of lifes and properties of citizens,  Provision of employment opportunities and so on. All this and many I didn't mention are all duties recognised constitutionally which most governments choose to deviate from because of their own reasons.

I think provision of social amenities is a primary duty compared to provision of opportunities.

You’re very correct. Citizens really need to understand what government is supposed to do for them. Government are not only there to make laws or even to only collect taxes. They’ve primary responsibilities which are, To provide basic infrastructure, protect lives and properties, provide jobs and many more.

The Nigeria government is among the governments that don't understand their primary duties. Those aspiring to power in Nigeria don't have the country at heart, they want power just to be able to steal public funds and enrich themselves and their household.

The current government of Nigeria has been unable to protect the lives and properties of its citizens. for the  years and few months spent in office Nigerians have been killed like flies by boko Haram, bandits and unknown gunmen, while we have a government that sworn an oat to protect the lives and properties of its citizens.

Also, they are about  to wrap up their four years in office, yet no Job opportunities have been provided for the citizens. They want to return to office next year, and some foolish Nigerians are busy taking bags of rice in exchange of their vote next year. what a tragic cycle that keep the country trapped in the same problem year after year.

Government uses the strategy of controlled poverty on their citizens. I strongly believe that leaders do not neglect their primary duties by mistake, they intentionally keep the system and environment very broken and weak so that they can maintain control over the mass population. If you give it critical thought, imagine the government actually does the right things by providing constant electricity, safer roads and very quality education, then it will naturally push the citizens to become financially stable, independent, smart and they will also become powerful in their decision making. When people are educated and wealthy enough, then they start asking the right questions and having the confidence to chae corrupt politicians out of office.

The sole purpose of the government is to provide the basic things a society needs to survive. Security for me is number one on the list. I live in a country with poor security. Both national security and world security. World war is coming, and we Africans can't boast of our defenses. What they have are traditional military facilities used in the 90s.

Its indeed obvious that the meaning of leadership is different to Nigerian leaders, to them its all about power, stealing of public funds and bribing all institutions so there won't be questions why the lifes and properties of citizens are lost on daily basis. 
Recently I saw a news where Nigerian president paid a huge amount of money to a body in US to cover the constant genocide going on in his country, if a president can go that far just for power what is the assurance that the lifes of citizens are in save hands. It is obvious that there is no government in Nigeria,  the only thing present are groups of criminals operating in disguise.

The primary duty of the government is to extort citizens through taxes, giving them poor quality services in counterpart, while the government's agents set high wages and benefits for themselves, while also operating side schemes with businessmen and judiciary system members to boost their income even more.

I will also  add that a vast majority of the citizens do not know the duties and responsibilities of the government. This is majorly due to illiteracy and ignorance, that is why it is very easy for these people to be manipulated with cash rewards and other items.

The political leaders of these affected countries understand the weaknesses of the electorates and are using it against them. They understand that the citizens (except for few) cannot ask for accountability on things they do not know are supposed to be provided for them by the government. After every four years, they play with the psychology of the people again and again.

The country needs more activists and brave patriotic citizens that will consistently call out these governments when they are doing the wrong things. There needs to be a group which will serve as watchdogs to curtail the excesses of those in power.

I don't even know what those in government intend to turn the country into, they seem to show little compassion, especially the president, as citizens keep dying every day, yet they continue to act as though nothing is happening.

President bola Ahmed tinubu is a failure, he's not capable of leading the country and it's no longer hidden that he never had any vision for the country, he just wanted the title of president to be added to his name.

The reason why the Nigeria government is unable to stop boko Haram, unknown gunmen, bandits and other violent groups is because they are all those things, they are the ones sponsoring those groups for their own selfish interests which is very bad. I pray Nigeria get out of this mess.

There are a lot of things to say about this current government but I will just stop here and hope things get better for the country, however, things can only get better if Nigerians stop taking bags of rice and peanuts in exchange for their votes, and most importantly stop letting tribalism influence their choices.

Behind the government providing infrastructure is sure that behind it are many corrupt officials, because there are wetlands that officials can profit, not for the sake of the people but for the sake of the position in view of the whole country.

The primary duty of any human government is protection of liberties. Government DESTROYS employment opportunities rather than enhancing them. That could be a good thing or a bad thing depending on the circumstance.... in today's government structure, it's basically always a bad thing.

Employment opportunities can only be enhanced in a voluntary way... you can use physical force to make someone's life better when they are an emancipated adult by forcing employment decisions on them, or taking other people's money by force to help another person's employment opportunities as robin hood socialism. Even if the government can build the country properly, the ministers and representatives they have do not fulfill their responsibilities properly. As a result, the people have responsibilities to each other, this is wrong, in the current situation, such a feeling has been created in every country due to which various and various types of problems are being created in the country. This is the reality. The government is created to benefit itself by deceiving the people. The government only ensures the freedom of the people in writing, but in reality the government is subjugating the people. They have held the citizens hostage economically, politically by abusing  power. We are constantly seeing the accountability of government institutions decreasing. They are not getting transparency in anything. Through corruption, a particular group is only getting benefits while the entire country's people are being deprived of their basic rights. And the citizens pay taxes but they do not get any benefits accordingly. Especially, they do not get basic services including healthcare, education, security of a country. And this is why the general public has developed such a negative attitude towards the government.

It is a fundamental responsibility of government to protect the citizens and also maintain public order. But we cannot simply say that government should provide everything including employment opportunities. It is responsibility of the government to create conditions for having jobs through infrastructure, giving proper educational facilities, securities ,there should be fair laws and also the economic conditions and policies should be made in such a way that create such type of environment for the people but it cannot guarantee job for every citizen. Private sectors and citizens also have to play an important part in making the economy of a country strong. Dependency is created when government becomes responsible for every aspect of people's life system becomes inefficient. Government should focus on its responsibilities while creating environment where businesses and individuals can create better opportunities for themselves.

The government in third world countries don't understand the meaning of duties and responsibility. Politicians in such countries think that if they came into power that means they have all rights to do corruption. They have every right to increase their properties and bank balances but they have no concern with lives and issues of common citizens. They also have no concern about education and employment, as a result people are getting depressed and that's increasing crime and suicide rate in such countries.

The government already knows their constitutional duties but they don't always do them because they feel that since they are in government that nobody will question them about the affairs of the people. I feel that the citizens are also the problem while the government doesn't play their roles because they are always quiet when things are going run due to the fear that they will get arrested if they speak out. Most government all over the world is democratic which means that citizens do exercise their civic duty by exercising their might to vote during elections and the citizens also have the liberty to complain when the government is not doing their duty but you will see them keeping mute and hoping that the government will become better some day.
